    April 2017, Reforestation of Citarum and Cimanuk Area in West Java Begins

    JAKARTA- West Java Governor, Ahmad Heryawan (Aher) expressed his readiness as a head of the regional government to conduct all efforts in order to normalize or improve the ecosystem of the river watershed (DAS) of Citarum and Cimanuk in West Java. This plan was reported after the speech of the Minister of Environment and Forests (LHK), Siti Nurbaya Bakr that ensured reforestation efforts or reforestation land in the Citarum and Cimanuk river basin will be implemented soon. She plans that the normalization effort will begin in April 2017.

    It was explained by the Minister of LHK, Siti Nurbaya after a meeting with Indonesian Vice President Jusuf Kalla, West Java Governor Ahmad Heryawan, Head of National Disaster Management Agency (BNPB), Willem Rampangilei, Head of Bappenas, Bambang Brodjonegoro, as well as Deputy Minister of Finance, Mardiasmo, in the office of the Vice President, in Jakarta, on Thursday (16/03/2017).

    "The work schedule will be in the beginning of April or late March," said Siti Nurbaya.

    Siti Nurbaya also said, the damage of Citarum river basin covers at least 18,600 hectares. Meanwhile the damage that occurs in the upstream of Cimanuk watershed covers approximately 9,400 hectares.

    Technically, the reforestation of Citarum and Cimanuk river basin in West Java, will start with the planting conventionally, by distributing seeds for people to plant around the basin

    As for uninhabited area, there will be a mechanism of "Aerial Seeding" deployed by helicopter.

    Siti also added, there will be improvements at the downstream of the river, by building supporting infrastructures such as dams, catchment wells, and so forth.

    Aher specifically appreciated the plan, because he thought that this is the most upstream settlement. "Usually it is the downstream that is worked on, dredging the river is often a settlement," said Aher.

    Aher hoped that in the next 3-4 years, there will be some expected changes. "The most important is that West Java and other relevant ministries and agencies are ready to succeed this program," said Aher.

    Meanwhile, Director General of Water Resources in the Ministry of Public Works and Public Housing (PUPR), Imam Santoso added that to succeed the improvement of downstream area, the ministry plans to build a waterfall or a stream of water and reservoirs to prevent flooding.

    "As we know that Bandung has a basin, so we are going to do land acquisition as large as 8 hectares in Cieunteung, we will pump the water from Cieunteung to Citarum. While the 32 km-long Citarum will be normalized," said Imam.

    In addition, said Imam,  West Java will create Jompong waterfall from Citarum River, that will be resulting as a 260-meter long tunnel. Hopefully, the narrowing of Citarum river that caused the overflow of water that caused flooding in Bandung can be solved.

    "We planned to run the plan for Cienteung River in 2017, followed by CRB in 2018. Meanwhile, for Curug Jompong tunnel, we will start it in 2017. So we hope that in 2019 all will be finished," he said.

    The head of BNPB, Willem Rampangilei revealed that for the basin reforestation, and a number of supporting facilities development which are planned, will costs about IDR 320.6 billion. As for the fund, the Vice President, Jusuf Kalla takes it from the reserve fund owned by BNPB.

    "Since we are in an emergency situation, Mr. Vice President requested that we need to be more quickly, so we and the Ministry of Finance, Bappenas, as well as others who attended the meeting agreed that the budget will be taken from the reserve fund. The value is IDR 320.6 billion, and Mr. Vice President urges that the project should begin next month and will be conducted by Ministry of LHK and the Ministry of PUPR, "he said.

    However, Willem explained that the IDR 320.6 billion fund will be divided into two. With details, for similar activities in West Nusa Tenggara (NTB) are estimated at IDR 62.9 billion and in West Java is estimated around IDR 250 billion.
