BANDUNG–West Java Provincial Government budgeted more than Rp 1.7 Trillion for the implementation of West Java Gubernur and Vice Governor Election 2018. This budget will be allocated to several institutions, such as KPUD West Java Province, Bawaslu West Java Province, West Java Police, Polda Metro Jaya, Kodam III / Siliwangi, and Kodam Jaya.
This is in accordance with the West Java Governor Regulation No. 15 2017 on Funding of West Java Governor and Vice Governor Election 2018 and Governor Regulation No. 27 2017 on Amendment of West Java Governor Regulation No. 15 of 2017 on Funding Governor and Vice Governor Election Activities West Java Year 2018.
The regulation stipulates the budget allocation plan for KPU of West Java Provincial, Bawaslu of West Java Province, West Java Regional Police, Polda Metro Jaya, Kodam III / Siliwangi and Kodam Jaya totaling Rp 1,717,181,244,508.00.
"In accordance with the preparation progress of Regional Election, including finance. Of the 1.7 (Trillion Rupiah) there are posts for Bawaslu, West Java Provincial KPU, and also Kodam and Polda. Therefore,there is a signing of Regional Grant Agreement (NPHD) between West Java Provincial Government, KPU and Bawaslu of West Java Province on April 28, 2017. As for funding of security support, Vice Governor Demiz requested that Polda and Kodam to coordinate with Polres / Police and Kodim / Korem in their jurisdictions, resulting in synergy and no duplication of budget in the provision of security support for Regional Election (Pilkada) of 2018.
In addition, the allocation of Financial Aid for Election Desk to 27 districts / municipalities has been stipulated as many as Rp 17,054,000,000.00. The objective is to improve the coordination in monitoring and obtain accurate report on voter participation level in Election 2018 in West Java Province. The provision of financial assistance is calculated proportionally based on the size of the area, the number of sub-district, the number of kelurahan, the number of polling stations (TPS), and the number of Permanent Voter List (DPT).
As an illustration, at the 2014 Constituent elections the voter participation rate in West Java was 60% from 11.8 million voters. While in elections in 2017 in Tasikmalaya City voter participation rate 81.02%, Cimahi by 71%, and Bekasi Regenciy by 61%.
"Therefore, it is expected that the Regent and Mayor can contribute to increase the participation of the community in Election 2018, through socialization activities and provide political education to the community so that people who have the right to vote not 'Golput', so the voter participation rate as one of the indicators the success of Pilkada, can reach the maximum number," said Demiz.
On this occasion, Demiz also emphasized several things that should be concerned; they are the independence of the KPU and Bawaslu as the organizer, the neutrality of the State Civil Apparatus, and the compliance of the candidates against the entire election regulation. Therefore, all components should be encouraged to take part in the Participatory Oversight, to strengthen the capacity and scope of the supervisory areas undertaken by Bawaslu ang Panwas Regencies / Cities, so that Pilkada will be held honestly, fairly, democratically, safely, peacefully and dignified.
In addition, other things that Demiz emphasizes are the role of Regency / City Government in Pilkada that need to be optimized are: Maintaining the security and public order in the Regional Head Election; Provide necessary facilities and infrastructure support, and facilitate timely logistic distribution process with relevant agencies; Establish coordination in realizing conditions of security and public order, as well as strict and transparent law enforcement in every series of electoral processes; Identify the socio-political conditions of the region and be wary of destructive behaviors that can damage the already established political order; And Managing conflict or potential conflict in the region.

In 2018 there will be a Regional Election (Pilkada) in West Java Province, namely Election of Governor and Vice Governor of West Java in 27 Regencies / Cities, and Election of Regent and Vice Regent and Mayor and Deputy Mayor in 16 Regencies / Cities in West Java, including six cities, namely Bandung, Bogor, Cirebon, Sukabumi, Banjar, and Bekasi, as well as 10 regencies of Bogor, Purwakarta, Sumedang, Subang, West Bandung, Kuningan, Majalengka, Cirebon, Garut, and Ciamis. The implementation of the Regional Election is in accordance with the mandate of Article 201 Paragraph (4) of Law Number 10 2016, that the simultaneous vote in the election of Governor and Vice Governor, Regent and Deputy Regent, and Mayor and Deputy Mayor whose term expires in 2018 and 2019 is implemented on the same date and month in June 2018. And as per KPU Regulation No. 1 of 2017, Voting will be held on Wednesday 27 June 2018.
