    House of Representatives Call for Protection of Migrant Workers is Still Minimal

    BANDUNG-Protection of Indonesian Migrant Workers (TKI) for 8 million Indonesian Migrant Workers spread all over the world with West Java occupy the second highest position after Nusa Tenggara Timur (NTT) is considered not maximal. To that end, the House of Representatives to form the Indonesian Migrant Workers Supervisory Team (Timwas TKI) as well as forming a Bill on the protection of migrant workers.

    Chairman of House Commission IX, Dede Yusuf explained, the formation of this supervisory team aims to multiply the role of government compared with the private sector. As it is known so far the delivery of migrant workers is done by the private sector is expected to the local government (local government).

    Dede Yusuf said it wants to see how the role of West Java Provincial Government (Pemprov) in suppressing the number of non-procedural Indonesian Migrant Workers which amounted to 50 thousand people every year.

    He mentioned the Bill of Indonesian Migrant Workers is a revision of Law No. 39 of 2004 on the placement and protection of migrant workers abroad.

    According to him, the function of the Act does not allow to place people but to protect Indonesian workers who work abroad.

    "Now we are behind the protection of migrant workers so there is no placement," said Dede.

    Currently, 70 percent of migrant workers' shipments are made by private companies and even many fake labor migrant workers. In addition to falsifying documents, dispatching labor migrants under age to be indicated into human trafficking.

    "Therefore, in the future the role of the private sector can only be limited to sending migrant workers who have been filtered by the local government," he said

    The existence of One Integrated Service (LTSA) located in immigration, Department of Population and Civil Registration, Health Department and Labor Department so that people who will register as Indonesian Migrant Workers must first to LTSA. Then, the local government working with the private sector will train the prospective migrant workers.

    "Prospective migrant workers must register to LTSA, they will be trained first by local government before departed abroad," he said

    Training provided by the private sector is only allowed until the provincial level should not be tackled in the Regency / City area so that after a good record they can take and send migrant workers abroad.

    "Consequently, the government should prepare a budget for training that has been taken by the private sector, while for employment insurance is managed by BPJS Employment," he concluded. (MAT)
