BANDUNG - West Java Province maintains Predicate 'A' for the Government Performance Accountability assessment of 2017. The key to performance accountability is the outcome that can be directly felt by the community.
West Java Governor Ahmad Heryawan (Aher) received the certificate from the Minister of empowerment of state apparatus and bureaucratic reform RI Asman Abnur in the West Hall Gedung Sate, Dipongeroro Street No. 22, the city of Bandung, Tuesday (3/4/2018).
"This (Performance Accountability) is very important because the performance accountability of the government shows that the performance of the government is achieved on target," said Aher in his speech at the event held at the same time meeting the Acceleration of Bureaucracy Reform Through Implementation of Performance Accountability System of Government Institution (Sakip).
The key to performance accountability, Aher explains that not only is the output of a program or policy. Aher said, the outcome is also important to be considered even the key of performance accountability. Outcome is the impact or long-term benefits enjoyed directly by the community.
"The key to accountability is not only seen from the output of a program, but the outcome or the long impact of a program that has been done," Aher said.
Furthermore, Aher explained that the performance of a government can be traced from the arrangement of Performance Tree. The flow of performance must be firm, ranging from the translation of vision and mission, vision and mission spreading, Main Performance Indicators (IKU) Head of Region (Governor / Mayor / Regent), SKPD IKU, Details and Program Costs, Program Unit, Output Program (evaluation and benefits ) and Outcome Program (long term benefits).
"We have to believe that the whole work program can be measured both output and outcome, as well as the benefits can be very clear when it is measurable or clear, measurable and transparent, that is called accountable."
Predicate 'A' achieved by West Java is now the second time. Report on Government Instanation Performance (Lakip) Year 2016 and Jabar also received the same predicate. There are only four provinces in Indonesia with 'A' values, namely: West Java, East Java, DI Yogyakarta, and South Sumatra.
Aher is committed to continuously improving the performance accountability. Including encouraging accountability performance of regency / city government in West Java. There is an increase in the value of performance accountability at Lakl district / city of 2017 compared to 2016.
"But the value of CC then many who turned into B," said Aher.
"Today we will commit ourselves back to organizing our program that can be accounted for, we must all align well as a performance tree," Aher said in front of officials of West Java Provincial Government, as well as regents / mayors of West Java.
To support this, on this occasion, also carried out the signing of Performance Agreement between the Governor of West Java with Local Government Devices of West Java Province.

1. Predicate A: Bandung City
2. Predicate BB: Sukabumi City
3. Predicate B: Kuningan Regency, Sukabumi Regency, Garut Regency, Bogor Regency, Cirebon Regency, Indramayu Regency, Bandung Regency, Bekasi Regency, Ciamis Regency, West Bandung Regency, Cianjur Regency, Subang Regency, Tasikmalaya City, Cirebon City, Banjar City , Depok City, Bogor City, Bekasi City, and Cimahi City.
4. Predicate CC: Majalengka, Purwakarta, Karawang, and Tasikmalaya.
5. Predicate C: Sumedang and Pangandaran.
