PORTALJABAR, DISTRICT. GARUT - Garut Regency is one of the regions that is a pilot project for the Advancing Indonesia's Lighting Market to High Efficient Technologies (ADLIGHT) program. One of the aims of this program is to implement LED (Light Emitting Diode) lamp retrofits on street lighting equipment (APJ).

This program is an activity of the Indonesian Ministry of Energy and Mineral Resources (ESDM), in collaboration with the United Nations Development Program (UNDP) and the United Nations Environment Program (UNEP) and funded by the Global Environment Facility (GEF), intended to increase the use of lighting technology high efficiency through national market transformation so as to reduce greenhouse gas (GHG) emissions.

ADLIGHT focuses on encouraging the energy-saving lamp (LED lamp) market by implementing an energy-saving lighting system pilot project in APJ, through an innovative financing scheme.

The Regional Secretary (Sekda) of Garut Regency, Nurdin Yana, welcomed and was grateful for the appointment of Garut Regency as one of the pilot project areas for the ADLIGHT program.

He also revealed that the use of LED lights has also been implemented in one institution with a significant level of efficiency, electricity payments which are usually 7 million rupiah have dropped to 1 million rupiah.

"This means that it is really significant to implement the use of (LED) lights, this is perhaps what we are thinking about, if our budget availability is actually sufficient, then we can actually replace them (old PJUs) with those (LEDs), so that there will be efficiency in our PJU expenditure," said Nurdin Yana after holding a meeting with the Indonesian Ministry of Energy and Mineral Resources, at the Garut Regional Secretary's Office, Thursday (18/4/2024).

Nurdin also said that his party was interested in using these LED lights, because apart from being efficient, the use of these lights was also considered to have better lighting quality, at a cheaper price compared to previous lights.

"Of course we have an interest in the budget, if only we use lamps (LED) with better quality (and) lamp qualifications, displaying more holistic lighting, then at a cheap price, of course that is our choice," he said.

Apart from efficiency, added Nurdin, public interests related to lighting can also be provided, especially at night.

Meanwhile, Sub-coordinator (Subkor) for Supervision and Labeling of Energy Conservation, Directorate General (Ditjen) of New, Renewable Energy and Energy Conservation (EBTKE) of the Ministry of Energy and Mineral Resources of the Republic of Indonesia, Catur Wahyu Prasetyo, said that this meeting discussed the delivery of energy-saving lamps and also the provision of related assistance. by installing or retrofitting ordinary public street lighting (PJU) lamps to LED lamps.

Catur hopes that there will be acceleration and penetration of energy-saving lamps, in line with existing government regulations regarding the implementation of energy conservation.

He hopes that in the future regional governments, especially the Regional Government of Garut Regency, will increasingly implement energy efficiency or energy conservation.

According to him, energy conservation consists of two sides, namely the supply side through an energy diversification approach, and demand, namely energy efficiency efforts.

"The hope is to be more aggressive regarding energy efficiency efforts, which are implemented especially for energy utilization equipment which previously still used technology that was not energy efficient, to use equipment that already uses more energy efficient technology," he said.

In the same place, the Coordinator of Component 3 of the ADLIGHT Project, Amanda Justicia, said that there are 23 districts/cities in Indonesia that are the pilot project locations for the ADLIGHT project, where in West Java itself there are 3 districts/cities that are pilot projects, namely Garut Regency, Sumedang Regency, and Bandung City.

He revealed, as one of the buffer districts for the capital of West Java Province, Garut is a potential area for implementing the ADLIGHT project. Moreover, Garut Regency has approximately 10 thousand light points, of which 7 thousand still do not use LED lights.

"So there are still 7 thousand more that we can make efficient. So the question is why LED? Because LED is a technology that can guarantee an efficiency of at least 50%, a maximum of 80%, and indeed from this technology itself we provide lights that "We have been certified by LS Pro for ESDM designation," he said.

Amanda added that the quality of the lighting is good, the lighting simulation has also been tested, and has a minimum energy performance standard of 140 percent in accordance with Minister of Energy and Mineral Resources Decree Number 135 of 2022.

Before Idul Fitri 1445 Hijriah, said Amanda, her party had installed around 55 units of LED lights in PJUs in Garut Regency, to help provide lighting and make things easier for travelers from the target of 100 units of LED lights that were donated to Garut Regency through the ADLIGHT project.

He said that there was continuity from the Garut Regional Government regarding energy efficiency, and also encouraged them to be more aware of the use of LED lights in PJUs in Garut Regency.

"So we also hope that there will be efficiency in electricity bills, of course if electricity bills are reduced it will definitely lighten the burden on regional budgets, and in fact regions can post or allocate budgets for other activities," said Amanda.

Through this project, it is hoped that it will be able to encourage domestic LED manufacturers to have a market in their own country, of course with technical provisions that comply with predetermined standards.

"All the lamp grants that we have provided by the ADLIGHT project already exist and have been displayed in the national e-catalogue, in collaboration with LKPP, so that for further procurement it will make it easier for the Regional Government and District Government to carry out procurement in accordance with goods and services regulations," he concluded.
