PORTALJABAR, BANDUNG CITY - Bandung Mayor Muhammad Farhan implemented a Work From Home scheme for state civil servants with strict supervision while inviting regional leaders to go to the office by bicycle every Friday as an example of work discipline (1/4/2026).

Farhan stated that this policy serves as an exemplary leadership strategy to ensure optimal government services continue to operate even though some employees are working from home.

"On Friday, we will go to the office by bicycle with the Forkopimda," said Farhan.

He emphasized that the work-from-home policy does not apply to senior officials because they are still required to be present in person at the office.

"Leaders must still come to the office, because WFH does not apply to leaders," said Farhan.

Head of the Bandung City Personnel and Human Resources Development Agency, Evi Hendarin, explained that the city government has prepared a digital monitoring system to ensure that the performance of its employees remains monitored.

"We will create a monitoring and control system to ensure that WFH runs as planned," said Evi.

The Bandung City Government also requires all officials to use the Gercep Mobile attendance application to ensure employee attendance is recorded accurately.

The system is able to detect employee location so that it cannot be manipulated using fake locations.

"Attendance is now using Gercep Mobile, so there's no fake GPS. Employee locations can be detected," said Evi.

Monitoring of staff performance is carried out several times a day so that work activities continue even when employees are not in the office.

"Supervision is carried out in the morning, afternoon, and evening, so ASN activities are continuously monitored," said Evi.

The standard of response of the apparatus has also been tightened by referring to the guidelines of the State Civil Service Agency.

"If you call, you have to answer within 5 minutes, and if you reply to a WhatsApp message, you have to answer within 3 minutes," said Evi.

The Bandung City Government has prepared sanctions for officials who violate the provisions during the implementation of this work system.

"The sanctions exist and are being further developed," said Evi.
