Bandung City Government Prepares Regulatory Breakthrough to Support 3 Million Homes Program with Plans to Build 1,000 Apartments

PORTALJABAR, BANDUNG CITY - The Bandung City Government (Pemkot) is preparing various regulatory breakthroughs to support the implementation of the Three Million Homes Program, a national program initiated by President Prabowo Subianto to expand public access to decent housing throughout Indonesia.

The commitment was conveyed by the Mayor of Bandung, Muhammad Farhan, when attending the Collaboration Program for Housing Financing and People's Economic Empowerment held by the Ministry of Housing and Settlement Areas (PKP) together with BP Tapera and BRI at Balarea Plaza Summarecon Bandung, Wednesday (15/7/2026).

Farhan said that providing housing is one of the basic needs of the community which is the responsibility of the government.

However, he said, housing provision still faces various challenges, ranging from conflicting regulations to increasingly out-of-reach housing prices.

"Through President Prabowo's Three Million Homes Program, we will dismantle the myth that the current generation cannot afford a home. Everyone in this country has the right to a roof over their heads, not just for themselves but also for their families," said Farhan.

He believes that this national program is an opportunity for the City of Bandung to accelerate the development of areas that have not yet been organized into habitable residential areas, while also expanding public access to affordable housing.

According to Farhan, residential development in Bandung must also be integrated with the development of the public transportation system. Therefore, the Transit-Oriented Development (TOD) concept will be one direction for future residential development.

"The development of apartment buildings within the Transit-Oriented Development scheme, namely residential areas integrated with public transportation hubs, is very important. One indicator of a city's prosperity and productivity is the high mobility of its residents," he said.

Farhan confirmed that the Bandung City Government and the Bandung City Council will continue to encourage various policy adjustments so that the implementation of the Three Million Homes Program can run optimally in Bandung City.

"We, the Bandung City Government, along with all heads of regional government agencies and the Regional People's Representative Council (DPRD), will always be committed to making regulatory breakthroughs so that the Three Million Homes Program across Indonesia can also be realized in Bandung City," he said.

Meanwhile, Minister of Housing and Settlements (PKP) Maruarar Sirait stated that the government continues to accelerate the implementation of the Three Million Homes Program through various breakthroughs to make it easier for people to own homes.

According to him, Bandung City is one of the areas that will receive attention in vertical housing development. The central government is preparing to build around 1,000 flats as part of the implementation of this national program.

"If I'm not mistaken, Bandung City has never had 1,000 apartment units built at once. It was during President Prabowo's administration that we built 1,000 apartment units in Bandung City," said Maruarar.

He added that the acceleration of housing development was a direct directive from President Prabowo so that services to the public would be carried out more quickly and on a larger scale.

"President Prabowo doesn't want services to be slow. He wants to help people quickly and on a large scale," he said.

Similarly, BP Tapera Commissioner Heru Pudyo Nugroho said he is ready to strengthen collaboration with the Bandung City Government to make housing financing for low-income communities more accessible.

According to Heru, BP Tapera also opened up opportunities for the Housing Financing Liquidity Facility (FLPP) scheme to support the construction of flats in Bandung City.

"We are ready to accelerate collaboration. FLPP financing will be available for apartments so that low-income communities can continue to have access to decent and affordable housing," he said.

Heru added that the demand for housing in West Java is still very high, so synergy is needed between the central government, regional governments, banks, and developers.

"We continue to support the provision of decent housing for the community. Without strong collaboration between the central and regional governments, the still high demand for housing will be difficult to meet," he said.
