Buying PKL merchandise in the Red and Yellow Zones can be subject to sanctions

PORTALJABAR, BANDUNG CITY - Control of street vendors (PKL) in Bandung City is increasingly massive, especially in the red zone of street vendors.

Based on Regional Regulation number 4 of 2011 concerning the arrangement and guidance of street vendors, the Bandung City Regional Government will strictly enforce regulations, not only for street vendors, but also buyers.

"Law enforcement of existing regulations still needs to be improved. Apart from street vendors, we also urge the public to be orderly in implementing these regulations. If they violate them, there are consequences that have been stipulated in the regional regulations," said the Regional Secretary (Sekda) of Bandung City (19 /2/2024).

In article 24 paragraph 1 it is written that the public is prohibited from buying from street vendors in the red zone and yellow zone that do not comply with the designated time and place.

The sanctions are written in paragraph 2, namely that violations as referred to in paragraph (1) are subject to a forced law enforcement fee of IDR 1,000,000 (one million rupiah).

"Apart from the lack of law enforcement, supervision and thuggery related to street vendors is still our collective homework. I have assigned Regional Assistant 1 to coordinate enforcement authority," he said.

According to Ema, if the problem of street vendors is not taken seriously, over time it will become a time bomb because the number of street vendors is mushrooming in the city of Bandung.

Apart from street vendors, he also mentioned that illegal advertising is one of the big tasks of the Bandung City Regional Government. He revealed that there are several factors that make illegal advertising often difficult to deal with.

"The factor is that our regional regulations are still not strong, permits have not been tightened. For example, there are illegal billboards on Jalan Sultan Agung. So law enforcement is not yet perfect. Not to mention there are individuals and pressure from other parties," he said.

He hopes that in the future the city of Bandung can have strong regional regulations to deal with the chaos of illegal advertising. And can be enforced in accordance with applicable regulations.

Responding to this, the Head of the Bandung City Satpol PP, Rasdian Setiadi, explained that from 2022-2023, 168 billboards have been controlled by the Bandung City Satpol PP.

"One of them is on Jalan Djuanda. There are three illegal billboards there. Indeed, we have faced problems, but we are looking for loopholes to be able to take down the illegal billboards. Finally two of them have been controlled," said Rasdian.

He explained that the reason for taking down the advertisements was because their sizes did not comply with regulations and some of their permits had expired.

"For the remaining illegal advertisements, we have investigated them and coordinated with several related parties. We hope that these advertisements will not be extended again," he continued.

Meanwhile, regarding street vendors, he explained that Satpol PP troops continue to be prepared to maintain order in the Dalem Kaum area so that they are clear of street vendors.

"From morning to night there are officers who take turns guarding the Dalem Kaum area. We will also try to enforce the law for buyers. Because up to now only traders have been disciplined in accordance with the applicable regional regulations," he said.
