PORTALJABAR, BANDUNG CITY - Cigondewah Rahayu Village, Bandung Kulon District, launched the SIBADAK (Village Data Bank System) innovation as a concrete step to strengthen governance and improve the quality of public services based on digital data.
SIBADAK is an integrated sub-district data management center that is able to provide fast, accurate, up-to-date and accountable data.
This innovation addresses various challenges in data management, which is currently scattered across various locations, has different formats, and has not been optimally utilized in the preparation of development programs.
Through this system, all regional data is collected in a single platform, facilitating the process of collecting, storing, updating, and utilizing data to support more targeted policy-making.
The Acting Head of the West Bandung District, Deni Setiabudi, stated that every government policy must be based on valid data, not mere assumptions. He believes that the presence of SIBADAK will be a crucial foundation in shaping development directions that align with the real needs of the community.
"All policies must be data-driven. With comprehensive data, down to name and address, development programs can truly address community needs, and their interventions can be more targeted," said Deni in Cigondewah Rahayu Village at the launch of SIBADAK on Wednesday (July 1, 2026).
He gave an example, accurate data will make it easier for the government to address issues of stunting, poverty, and even formulate development programs in each RW.
Through constantly updated data, the government can understand the actual conditions of the community and determine the form of intervention that is most needed.
Deni also hopes that this innovation will not stop at Cigondewah Rahayu Village, but can be replicated by all villages in Bandung Kulon District.
He encouraged every sub-district to have a digital database that is managed sustainably with a good security system so that information remains protected but remains easily accessible to authorized parties.
Meanwhile, Iwan Rohendi, Head of Cigondewah Rahayu Village, stated that innovation is a crucial part of improving the quality of public services. He is optimistic that SIBADAK will strengthen administrative order and facilitate data provision when needed by the government and other institutions.
"I hope this innovation isn't just a ceremonial gesture, but truly provides long-term benefits. Going forward, data in Cigondewah Rahayu Village can be well-integrated and serve as a model for other areas," said Iwan.
Iwan also explained that the innovative population administration services he developed have now been more widely adopted in Bandung. This demonstrates that consistently implemented innovations can provide real benefits to the community.
SIBADAK's initiator and Secretary of the Cigondewah Rahayu Village, Lisma Apriliani, explained that this innovation arose from the need for a more structured data management system. While regional data is currently available at the city and sub-district levels, it has not all been properly documented at the village level.
According to him, the development of digital government requires every regional apparatus to have data that is fast, accurate, up-to-date, integrated, and easily accessible when needed.
Therefore, SIBADAK is designed as a data management platform that can support public services and serve as a basis for compiling various development programs.
He hopes that the implementation of SIBADAK will receive support from all stakeholders, including the Bandung City Communication and Information Agency and all sub-districts in the Bandung Kulon District, so that the system can continue to be developed and provide wider benefits.
"Digital-based developments require every regional government to be able to provide fast, accurate, up-to-date, integrated, and accountable data," he said.
In addition to presenting integrated data, SIBADAK is also equipped with a multi-layered security system, regular data updates, and a management mechanism that involves village officials, RW, RT, cadres and the community for certain public information.
"Starting from the condition of data management which was still fragmented, I created the SIBADAK innovation so that every sub-district has an integrated data container that is ready to be used whenever needed," he said.
