PORTALJABAR, BANDUNG CITY - Acting Governor of West Java Bey Machmudin together with the Minister of State Apparatus Empowerment and Bureaucratic Reform (PAN RB) Abdullah Azwar Anas inaugurated the Grha Merit System Center of Excellence owned by the West Java Provincial Government on Jalan Tubagus Ismail, Bandung City, Thursday (26/9/2024).
Grha Merit System is present as a center for learning and implementing an effective merit system not only for West Java, but also throughout Indonesia. This is to improve the quality of management of the State Civil Apparatus (ASN).
"I am grateful to be present today because I feel like I am part of bureaucratic reform in the government," said Bey Machmudin.
The building carries an innovative smart office concept, the result of collaboration with PT Telkom Indonesia and local industry.
The main objective of establishing the Grha Merit System is to become a partner for the central government in providing technical guidance related to the implementation of the merit system.
The building is also designed to be a center for developing best practices that support meritocracy with the grand vision of "Empowering Excellence People".
Advanced facilities such as virtual reality, Visitor Management System, Eco Light Control and creative co-working space are provided to encourage collaboration and creativity among ASN.
"The challenge for us is to improve not only human resources, but also the quality of buildings because sometimes the reflection of the building is still needed to improve services in this bureaucracy," said Bey.
The Grha Merit also has main programs and facilities designed to improve the quality of ASN as a whole.
The facilities include a Performance Assessment Center, Competency Assessment Center, Learning Center and Talent Management, Idea Incubation Center, and Innovation and Consulting Services.
"So what we need in the future is how to really utilize the Grha Merit System and we comply with its rules," he said.
Bey hopes that the Grha Merit System can be the initial step towards the progress of ASN management in Indonesia. Thus, innovation in HR management can continue to develop.
"If it (merit system) is implemented consistently, it will certainly be even better (ASN). So I think with this very good building, there will certainly be even better human resources," he said.
"I hope that in the future there will be employees from the West Java Provincial Government ASN who will be exported (transferred) to the ministry. I am sure that with this system, with reliable and experienced assessors, it will be even better for West Java," Bey continued.
Meanwhile, Minister of PAN RB Abdullah Azwar Anas said that the existence of the Grha Merit System could be a commitment for the West Java Provincial Government to develop a merit system.
"I am happy to be able to come to the Graha Merit building. Hopefully this will be a serious commitment from the West Java Provincial Government because not all provinces have a Graha Merit," said Azwar.
He also hopes that the Grha Merit System can be used as a role model for other regions to build similar things.
"I appreciate it on behalf of the Ministry of PAN RB and we have something like this at BKN translated by the West Java Provincial Government according to needs," he said.
"I think it's good, hopefully this is an example that can continue to be built because it really depends on the leadership in the West Java Provincial Government," he said.
Azwar hopes that the West Java Provincial Government can help other regions, especially regencies and cities in West Java if they need assistance in building a merit system housing complex.
"I hope this can help cities and districts that need to build a system like this so that in the future the merit system can run well," concluded Azwar.
Accreditation A
Meanwhile, the West Java Provincial Government received a certificate of eligibility for organizing ASN competency assessments from the National Civil Service Agency (BKN) with A accreditation.
The certificate was given by the Acting Head of BKN Haryomo Dwi Putranto to the Acting Governor of West Java Bey Machmudin.
Haryomo said, with the existence of the Grha Merit System, the BKN team carried out several verifications and validations and determined that the implementation of competency in West Java was worthy of A accreditation.
"Congratulations to the Acting Governor and his staff (West Java Provincial Government) because today for the competency assessment they received A accreditation from BKN," said Haryomo.
He also revealed that his party was greatly helped by the merit system in the West Java Provincial Government because BKN could not carry out assessments on a national scale.
"Of course, BKN is very helpful because it is impossible for BKN to conduct competency assessments nationally, so it needs assistance from provinces in Indonesia, one of which is West Java Province," said Haryomo.
