Bekasi Regent Reviews Rutilahu and SPALDS Programs, Strengthens Village Development and Eradicating Extreme Poverty

PORTALJABAR, BEKASI REGENCY - Bekasi Regent Ade Kuswara Kunang directly reviewed the implementation of two strategic programs of the Bekasi Regency Government (Pemdakab), namely Uninhabitable Houses (Rutilahu) and the Local Domestic Wastewater Management System (SPALDS), Wednesday (16/4/2025).

This visit aims to ensure that the program is right on target, touches the real needs of the community, and supports the acceleration of sustainable village-based development towards a Resurgent, Advanced, and Prosperous Bekasi. This visit is also an effort to accelerate the 100-day work program.

During the activity, Ade was accompanied by the Head of the Bekasi Regency Public Housing, Residential Areas and Land Agency (Disperkimtan), Nur Chaidir, and a number of technical officials.

They jointly conducted field verification and had direct dialogue with beneficiary residents to ensure that the program implementation was running according to planning and community needs.

Ade said that the Rutilahu program is an important part of the regional government's development agenda, because it directly touches on the basic aspects of people's lives.

"We start with data collection from the village. Uninhabitable houses are reported from the RT level to the office, accompanied by a socialization process so that it is truly on target," he said.

Ade emphasized that this program is not only limited to physical improvements to houses, but must also meet healthy housing standards.

"A decent house must have a bathroom, a waste disposal system, and a clean environment. Earlier we still saw residents storing water in open plastic containers, this has the potential to become a mosquito nest and is dangerous to health," he said.

In addition to the physical aspects, Ade also emphasized the importance of a development approach based on Precision Village Data as the main basis for cross-sector planning.

"If the village is built properly, the district will also be good. Precision Village Data is the basis for us to build all sectors, from health, education, economy, to infrastructure. Because in the end, welfare must start from the village," he said.

Head of Bekasi Regency's Disperkimtan, Nur Chaidir, explained that the Rutilahu program is a form of real intervention in order to reduce extreme poverty rates.

"In 2025, we are targeting 1,971 Rutilahu units to be realized in around 20 sub-districts. We are also planning to increase stimulus assistance from the previous Rp20 million to Rp40 million in 2026," he said.

He added that several technical stages had been carried out, such as field surveys, data collection of prospective recipients, and outreach to the community.

The Regent's visit this time is part of the important field verification process to ensure data accuracy and the effectiveness of program implementation.

The SPALDS program is also a serious concern for the local government as a preventive measure in creating a healthy residential environment. In 2025, the Bekasi Regency Government is targeting the construction of 870 SPALDS units funded through the Special Allocation Fund (DAK).

"In 2026, we will target areas that still have the habit of defecating in the open, so that clean and healthy living behavior can be implemented evenly," he said.

With the implementation being continuously monitored directly by the regional head, the Rutilahu and SPALDS programs are expected to provide a real impact on improving the quality of life of the people of Bekasi Regency.

The data-based development approach and increasing the value of stimulus assistance are indicators of the local government's commitment to reducing extreme poverty rates, improving residential environments, and encouraging awareness of healthy living.

This step is also an important foundation in realizing the vision of the leadership of Regent Ade Kuswara Kunang and Deputy Regent Asep Surya Atmaja to create inclusive and sustainable development governance from the village to the district level. (Diskominfo Kab.Bekasi/UPI)
