The Garut Regent Encourages BKN Talent Management for Fair Career Opportunities for Civil Servants

PORTALJABAR, GARUT REGENCY - The Regent of Garut, Abdusy Syakur Amin, led a joint roll call at the Regional Secretariat (Setda) Field of Garut Regency, Monday (8/6/2026).

In his direction, the Regent highlighted the importance of total reform in the promotion system and Human Resources (HR) management for Civil Servants (PNS) within the Garut Regency Government.

The Regent stated that with a staff of over 20,000, the Garut Regency Government can no longer rely on traditional, subjective assessment methods. He acknowledged that the limitations of the current system often result in uneven mapping of employee performance, particularly for those working in remote areas.

"Personally, when appointing someone for promotion, I sometimes don't have a comprehensive picture of why this person was chosen, even though there's someone far away who might have performed better. Perhaps this is due to the aforementioned reasons, and it's because we don't yet have a very good system for managing human resources in local governments," said Abdusy Syakur Amin.

As a concrete step, the Regent has instructed relevant officials to immediately adopt a modern, nationally standardized system.

"And yesterday, I asked Ms. Tanti to work very seriously on how we can adopt the talent management system created by the government through the National Civil Service Agency (BKN). We will adopt it so that we can implement fair human resource management in the future," he stressed.

To support this transformation, the Garut Regency Government continues to encourage civil servants to take the Competency Test (Ukom). This fiscal year, the Garut Regency Government has allocated a Ukom quota for 2,000 civil servants, with the goal of having all employees complete the test next year.

"We'll review the budget later, so we have a comprehensive and complete map: who is where, what competencies they possess, and whether they are worthy or eligible to receive the honor of promotion and position," he added.

Amidst these improvement efforts, the Regent of Garut also expressed his high appreciation for the Garut Regency Personnel and Training Agency (BKD). The BKD was recognized as the third best Regency Government in the Banten-West Java region for talent management.

Concluding his remarks, the Regent reminded that the Civil Servant Competency Test will begin this week. He urged all relevant agencies and employees to prepare seriously and with dedication. This step is considered crucial to ensuring that every official in Garut Regency possesses the capacity, integrity, and managerial skills for optimal public service.
