PORTALJABAR, DISTRICT. GARUT - Garut Regent, Rudy Gunawan, together with Deputy Regent, dr. Helmi Budiman, present at the Garut Regency Plenary Session III Session Year 2023, discussed two Draft Regional Regulations (Raperda) for Garut Regency.

The event also included the Submission of an Explanatory Note to the Garut Regency DPRD, which took place in the Garut DPRD Plenary Meeting Room, Monday (30/10/2023). The two Draft Regional Regulations in question are regarding the Implementation of People's Markets, and Shopping Centers and Supermarkets

The Regent of Garut said that this year was the last year for him and Dr. Helmi Budiman, including the Garut Regency DPRD, in carrying out their respective functions and duties. Their term of office will end on January 23, 2024.

Rudy Gunawan also stated his intention to propose changes to Regional Regulation (Perda) Number 9 of 2016 concerning the Formation and Structure of Garut Regency Regional Apparatus. Even though there have been previous changes to Regional Regulation Number 10 of 2021, this regional regulation is not adequate in regulating provisions related to General Hospitals in the regions.

"In essence, it mandates that regional city district hospitals, as special organizational units, have autonomy in managing finances and regional property, as well as personnel," he said.

The Regent of Garut said, based on Government Regulation Number 72 of 2019, regional hospital directors will limitatively prepare financial accountability reports, which are part of the performance report, in accordance with the provisions of statutory regulations.

"Furthermore, it is also stated that in the government regulations referred to, the financial accountability reports of regional general hospitals are presented in the financial reports of the department, which carries out government affairs in the health sector, and the financial reports of district/city regional governments," he added.

Rudy Gunawan emphasized that based on normative provisions, the policy direction regulated in this regional regulation is to abolish RSUD dr. Slamet Garut as one of the regional apparatus in regional regulations. The Doctor Slamet Garut Regional General Hospital will function as a special organizational unit (UOBK) which will be regulated in a Regent's Regulation.

Rudy explained that the institutional changes to regional general hospitals in principle are changing the mechanism for performance accountability as heads of regional apparatus, and financial management as budget users and goods users.

"What was originally directly responsible to the Regent, changed its position as a special organizational unit. Those who will later have the position of authorized budget user are responsible to the Head of Service who carries out government affairs in the health sector," he said. (rdp*)
