PORTALJABAR, BANDUNG CITY - West Java Governor Dedi Mulyadi confirmed that the budget for paying salaries to honorary teachers is available. However, he is still awaiting technical guidance from the Ministry of Administrative and Bureaucratic Reform (PAN-RB).
"The money is there, it's been allocated, but there's a circular from the Minister of Administrative and Bureaucratic Reform stating that we're not allowed to pay honorary employee salaries. If we do, there will be financial irregularities," he said at Bale Pakuan on Wednesday (April 22, 2026).
KDM, the governor's nickname, emphasized that honorary teachers, including those working in administration and clerical work, as well as cleaning staff, are still very much needed.
Therefore, KDM will meet with the Minister of Administrative and Bureaucratic Reform to find a solution for paying honorary salaries in schools.
According to data from the West Java Provincial Education Office, 3,823 honorary teachers and administrative staff in West Java have not received their March and April 2026 salaries due to delays in their payments due to regulations from the Ministry of Administrative and Bureaucratic Reform (PAN-RB). Local governments are no longer permitted to employ honorary staff following the selection process for Government Employees with Work Agreements (PPPK).
