PORTALJABAR, BANDUNG CITY - The Ministry of Agrarian Affairs and Spatial Planning (ATR)/National Land Agency (BPN) will collaborate with the Ministry of Agriculture to ensure that Sustainable Food Agriculture Areas (KP2B) are included in the Regional Regulation (Perda) on Provincial/District/City Spatial Planning (RTRW).

There are 269 regencies/cities that have not yet incorporated KP2B into their Regional Spatial Planning (RTRW) regulations. Furthermore, there are 139 regencies/cities where KP2B coverage does not reach 87 percent of the total Raw Paddy Land (LBS). Regions with these two conditions are encouraged to revise their Regional Spatial Planning (RTRW) regulations.

As material for revising the Regional Regulation on RTRW, the regional government needs to immediately identify existing rice fields by February 2026 at the latest.

This was conveyed by Minister of ATR/BPN Nusron Wahid at the Spatial Planning and Land Coordination Meeting at Gedung Sate Bandung on Thursday (12/18/2025). Also present, West Java Governor Dedi Mulyadi chaired the meeting.

Meanwhile, the utilization of active rice fields within forest areas needs to be immediately discussed with the Ministry of Forestry.

"Until the database is available, a moratorium will be imposed on the issuance of Spatial Utilization Activity Conformity Permits (KKPR) for rice fields, both under central and regional authority. Replacement of LBS is mandatory if land conversion occurs in rural areas to maintain regional balance," he said.

West Java Governor Dedi Mulyadi supports the efforts of the Minister of ATR/BPN in arranging the RTRW regional regulation, including in the West Java region.

"We will soon create a spatial planning regulation that will align with the provincial and district/city regulations, ensuring a seamless integration. We will propose it this January," he stressed.

The direction of spatial planning in regional regulations includes protecting forest areas, rice fields, swamps, water source areas and river basins.

If regional regulations are formed in the district/city, there will no longer be a need for gubernatorial regulations or circulars regarding land conversion.

"Today, the situation is truly an emergency. The regulations allow (land conversion), but it could cause a disaster. So, which do we choose? Choose to obey the regulations or choose to deal with the disaster. Yes, I choose to deal with the disaster," he stressed.

KDM added that the Ministry of ATR/BPN is accelerating the certification process for all state assets, both those managed by state-owned enterprises (BUMN), ministries, and regional governments.

"Today, the West Java Provincial ATR/BPN Regional Office, Perhutani, and PTPN have reached an agreement to immediately handle state assets in West Java Province so that they are certified, so that disputes do not arise in the field. Furthermore, we are also encouraging the Ministry of Public Works to immediately determine river boundaries throughout West Java province. That way, once the river boundaries have been determined by the Minister of Public Works, the certificates that arise can be revoked by the Minister of ATR/BPN," he said.

The Directorate General of Forestry Planning and Environmental Management (PKTL) of the Ministry of Forestry, Ade Tri Ajikusumah, stated that the remaining forest area in West Java now covers 760 thousand hectares and continues to shrink.

This area accounts for 22.54 percent of the land area. However, a region's natural balance is achieved when 30 percent of its area is able to retain water or is forested.
"Now, we at the Ministry will no longer issue location permits and environmental permits without permission from the agency or the governor of West Java," he stressed.
