For Targeted City Planning, Bandung City Government Data on Non-Permanent Population

PORTALJABAR, BANDUNG CITY - The Bandung City Government (Pemkot) continues to strive to improve data collection on non-permanent residents as a strategic step in more accurate and targeted development planning.

This was conveyed directly by the Deputy Mayor of Bandung, Erwin, in a talk show on Radio Sonata, Friday, April 11, 2025.

Erwin said, the mobility of people to Bandung City continues to increase every year. This condition requires the government to have up-to-date data, especially regarding the number and distribution of non-permanent residents.

"We need a clear picture of the conditions, characteristics, and distribution of immigrants in Bandung City. This data is very important for designing effective development policies," said Erwin.

He explained that non-permanent residents are those who live in Bandung City but have ID cards from other areas and do not intend to move permanently. Based on Permendagri Number 74 of 2022 and Bandung City Regional Regulation Number 4 of 2015, they must still be registered.

Regarding the driving factors of urbanization, Erwin said that Bandung City has always been a magnet because of the attraction of educational centers, job opportunities, culture, and infrastructure that continues to develop. This makes Bandung City one of the main destinations for residents from various regions.

Based on the latest data from the Population and Civil Registration Service (Disdukcapil) of Bandung City, the number of non-permanent residents recorded during the 2025 Simpatik Appeal activity reached 610 people. The activity was held on April 7-8, 2025 at the Cicaheum Terminal and Kiaracondong Station.

"This data collection not only records the number, but also provides an overview of the distribution, background, and needs of the immigrant community so that public services can be designed better," he added.

According to Erwin, this data collection provides many benefits, especially for planning public facilities such as clean water, waste management, health services, education, and transportation. This data is also a reference in making strategic decisions that have a direct impact on the community.

"With accurate data, we can anticipate public service needs," he added.

One of the challenges of increasing urbanization is the surge in demand for population administration services, such as making ID cards, family cards, transfer letters, and birth certificates.

Erwin admitted that the increase in service burden needs to be balanced with the use of technology and increased service capacity. Therefore, the Bandung City Government through Disdukcapil continues to innovate digital-based services.

He also ensured that Bandung City is an inclusive city that is open to all parties. However, he appealed to newcomers to be able to go through the administration to facilitate proper city planning.

"Of course, we as leaders in the city of Bandung say that the arrival of immigrants who want to work, study or do other things has a clear purpose," he said.

"Make sure the purpose of your arrival is clear, whether to work or study. And for those who do not reside, please register as non-permanent residents," he added.

Meanwhile, the Head of the Bandung City Population and Civil Registry Service, Tatang Muchtar, stated that his party has provided online services through the Salaman (Complete in Your Hand) application and mobile services at various points.

"There are many menus there, there is a menu for non-permanent residents. Please access and use it," he said.

Every year, the Population and Civil Registry Office, Transportation Office, and regional officials hold Sympathetic Appeal Activities at city entrances, such as terminals and stations.

These activities include:
- Appeal to newcomers to report to the RT/RW and Disdukcapil.
- On the spot registration of non-permanent residents.
- Digital Population Identity (IKD) activation service.
- Population administration information and services such as updating KK.
