West Java DPRD Approves Nine Draft Regional Regulations in 2025 Propemperda

PORTALJABAR, BANDUNG CITY - Acting Governor of West Java Bey Machmudin attended the Plenary Meeting of the West Java Provincial DPRD at the West Java DPRD building, Bandung City, Friday ( 8/11/2024 ).

In the plenary meeting, Bey expressed his appreciation for the DPRD's approval of the 2025 Regional Regulation Formation Program (Propemperda), which includes nine draft regional regulations (ranperda) proposed by the West Java Provincial Government.

"We have proposed 11 draft regional regulations to be discussed in 2025 through a letter dated October 17, 2024. Of the proposals, nine draft regional regulations were agreed to be accommodated in the 2025 Propemperda," said Bey Machmudin.

One of the nine draft regional regulations is the Draft Regional Regulation on the West Java Province Medium-Term Development Plan (RPJMD) for 2025-2029.

In addition, there are two other draft regional regulations, namely the Draft Regional Regulation on Investment and Ease of Doing Business, and the Draft Regional Regulation on Amendments to the Regional Regulation of West Java Province Number 2 of 2019 concerning the Regional Energy General Plan, which are still in the discussion process at the Special Committee (Pansus) level, which are launched from the 2024 Propemperda.

Bey said that several proposed regional regulations have a strategic role in strengthening Regional-Owned Enterprises (BUMD) and supporting infrastructure development in West Java, including the regional regulation on the management of West Java International Airport (BIJB) and Kertajati Aerocity.

The draft regulation was prepared as a follow-up to the full operation of Kertajati Airport, Majalengka Regency, after the transfer of flights from Bandung, which is projected to increase the need for working capital and investment.

"In addition to strengthening airport management, the draft regional regulation also harmonizes with the provisions of Government Regulation Number 54 of 2017 concerning BUMD," he said.

Bey also emphasized the importance of the draft regional regulation related to PT Agronesia to increase the company's basic capital so that it can strengthen capacity and increase profits.

However, he appreciated the DPRD's decision to postpone the draft regional regulation on capital participation, by considering various aspects.

At the end of his speech, Bey Machmudin also expressed his appreciation to the West Java DPRD, especially the Regional Regulation Formation Agency (Bapemperda) which had worked hard in coordinating the discussion and review of the draft regional regulation.

"On behalf of the West Java Provincial Government, we would like to express our appreciation to the Leadership and Members of the Bapemperda of the West Java Provincial DPRD who have coordinated the discussion and review of the 11 draft regional regulations proposed for the propemperda," concluded Bey.

The following are nine draft regional regulations agreed upon in the 2025 Propemda:
1. Draft Regional Regulation on the Medium-Term Regional Development Plan (RPJMD) of West Java Province 2025-2029.
2. Draft Regional Regulation on the Implementation of Non-Metallic Mineral and Rock Mining Business Activities.
3. Draft Regional Regulation on the Master Plan for Tourism Development in West Java Province 2026-2045.
4. Draft Regional Regulation on the Implementation of Population Administration.
5. Draft Regional Regulation on the Limited Liability Company of West Java International Airport and Kertajati Aerocity (Perseroda).
6. Draft Regional Regulation on Capital Participation of the West Java Provincial Government to PT Bandarudara Internasional Jawa Barat (Perseroda).
7. Draft Regional Regulation concerning Amendments to Regional Regulation Number 12 of 2017 concerning PT Agronesia (Regional Limited Liability Company).
8. Draft Regional Regulation on Surface Water Use.
9. Draft Regional Regulation on Gender Mainstreaming.
