SPECIAL REGION OF JAKARTA – The West Java Provincial Government, Ministry of Home Affairs will immediately issue a circular to the regions to serve as a guideline for budget efficiency in accordance with the Presidential Instruction.
Tuesday (11/2/2025), the ranks of the West Java Provincial Government led by Regional Secretary Herman Suryatman consulted with the Directorate General of Regional Financial Development of the Ministry of Home Affairs of the Republic of Indonesia in Jakarta. Also present was the Budget Agency of the West Java Provincial DPRD led directly by the Chairman of the DPRD.
There are a number of regulations that make major changes in the efficiency of the APBD, namely Presidential Instruction Number 1 of 2025 concerning Spending Efficiency in the Implementation of the APBN and APBD for the 2025 Fiscal Year. Then, Permendagri Number 12 of 2024 concerning Guidelines for the Preparation of the 2025 Regional Government Work Plan.
Another important regulation is the Decree of the Minister of Finance Number 29 of 2025 concerning the Adjustment of Details of TKD Allocation according to Province/Regency/City for the 2025 Fiscal Year in the Framework of Spending Efficiency in the Implementation of the 2025 State Budget and Regional Budget.
The Regional Secretary and DPRD Budget Committee group were received by the Daily Executive Director General of Regional Financial Development of the Ministry of Home Affairs, Horas Maurits Panjaitan and his staff.
In his consultation, Regional Secretary Herman Suryatman revealed that the 2025 West Java Regional Budget had been set at the end of 2024, and had been elaborated into a Governor's Regulation.
However, referring to the three new regulations, the Provincial Government must make adjustments, efficiencies and relocation plans that are aligned with the vision and mission of the regional head elected in the 2024 gubernatorial election.
"During this transition period, we are communicating with the honorable (legislative), we are tidying up, while we observe the situation and conditions because in the provisions that were conveyed earlier, we must synchronize with the vision and mission of the regional head," said Herman Suryatman.
"We have launched a circular regarding the elaboration (of the Regional Budget) for districts/cities to hold the budgets that we are currently discussing and studying so that they are in accordance with the Presidential Instruction and the Minister of Home Affairs Regulation, and the KMK," he added.
For that reason, Herman continued, the Provincial Government really hopes that the circular from the Ministry of Home Affairs regarding technical instructions or guidelines for regional governments will be completed soon.
Thus, budget efficiency can be more measurable and in accordance with provisions, regulations, and legislation. According to Herman, the rules are very clear, the transition period needs to be addressed carefully. So that the SE Kemendagri is expected to be a reference solution for local governments for implementation in the field.
According to Herman, the provincial government has conducted several simulations related to budget efficiency. With a focus on improving the quality of public services, as well as improving the quality of development.
"Of course, it will be finalized with the DPRD, we certainly have a design for the relocation, especially to improve the quality of public services and also improve the quality of development in West Java," he said.
Chairman of the West Java Provincial DPRD, Buky Wibawa, said that the 2025 West Java APBD has not been implemented. However, in accordance with the regulations, efficiency and budget adjustments must be implemented.
"So we want to consult on this situation, whether this is a new breakthrough, or whether there are things that can be directed so that the mechanism runs on the right track," he said.
Meanwhile, Acting Director General of Regional Financial Development of the Ministry of Home Affairs, Horas Maurits Panjaitan, said that the efficiency carried out in the context of reserving Transfers to Regions (TKD) should not interfere with mandatory expenditures, such as employee expenditures, routine maintenance, and so on, so that they are not disrupted.
"The TKD reserve does not reduce the benefits received by the community, but is reserved to be given back to the community," he said.
Thus, efficiency is intended to be carried out so that the Central and Regional governments use the budget efficiently and reduce non-productive spending for the benefit of the people.
In line with that, for the sake of alignment with the vision and mission of the elected regional head who will soon be inaugurated, the draft of the Revised APBD is planned to be prepared more quickly, namely around March.
