PORTALJABAR, BANDUNG CITY - The Regional Government (Pemda) of West Java Province (Jabar) has conducted a simulation of the efficiency of the 2025 West Java Regional Revenue and Expenditure Budget (APBD) as part of the commitment of the Acting Governor of West Java and the elected Governor of West Java.
This simulation also refers to Presidential Instruction (Inpres) Number 1 of 2025 and other laws and regulations.
The Regional Secretary of West Java Province, Herman Suryatman, explained that budget efficiency will be carried out based on the objective needs of the community while still paying attention to the priority scale.
"This efficiency plan is designed to ensure budget optimization without reducing the quality of basic services to the community," said Herman, in Bandung, Monday (27/1/2025)
According to him, the efficiency plan will come from various funding posts, including Regional Apparatus Organization (OPD) spending such as official travel and other routine needs, as well as financial assistance and grants except those that are mandatory and directly related to basic community services.
"The temporary simulation results show potential efficiency that could reach more than IDR 2 trillion," said Herman.
Reallocation of Efficiency Results
Herman explained that the funds from the efficiency will be allocated for a number of strategic projects that have a direct impact on the community, including road and bridge construction, public street lighting, electrification or installation of electricity networks, and the construction of new classrooms.
"However, these results are still simulations conducted by the Regional Government Budget Team (TAPD). The final decision will be determined by the Governor and discussed with the West Java Provincial DPRD in the discussion of the 2025 APBD Amendment," he added.
Herman emphasized that the basic principle of efficiency is to improve the quality of basic public services. "This efficiency will not reduce basic services. On the contrary, we ensure that services are increasingly optimal," he said.
Directions from Presidential Instruction Number 1 of 2025
The efficiency of the 2025 West Java Regional Budget is also in line with Presidential Instruction Number 1 of 2025 issued by President Prabowo Subianto on January 22, 2025.
In the Presidential Instruction, the President set the efficiency of state spending at Rp 306 trillion, consisting of the ministry's spending budget of Rp 256 trillion and Transfers to Regions (TKD) of Rp 50.596 trillion.
The President also instructed all regional heads, including governors, regents, and mayors, to implement efficiency measures. The instructions are stated in the Fourth Dictum, including
1. Limit spending on ceremonial activities, studies, comparative studies, printing, publications, and seminars or focus group discussions.
2. Reduce travel expenses by 50%.
3. Limiting honorarium spending by referring to the Presidential Regulation on Regional Unit Price Standards.
4. Reduce supporting spending that does not have measurable output.
5. Focus budget allocation on public service performance targets.
6. Be more selective in providing direct grants in the form of money, goods, or services.
7. Adjusting the 2025 APBD spending sourced from TKD.
With these steps, the West Java Provincial Government is committed to increasing budget efficiency without sacrificing basic public services. This is a form of commitment to ensure more effective budget use and direct impact on the people of West Java.
