PORTALJABAR, CIAMIS REGENCY - The Communication and Informatics Agency (Diskominfo) of Ciamis Regency held a Technical Guidance (Bimtek) on ICT Utilization and Intra-Governmental Network Evaluation in 2026. Strengthening network infrastructure is an important foundation in realizing an effective and integrated digital government.
The activity was carried out in a hybrid manner, namely in person from the Ciamis Regency Communication and Information Office and online via Zoom Meeting, Thursday (10/29/2026), with participants from all Regional Work Units (SKPD) and sub-districts, villages and UPTD throughout Ciamis Regency.
The Head of the Ciamis Regency Communication and Informatics Office, Enda Hidayat, in his remarks stated that the technical guidance activities, which are held routinely every year, are part of an effort to encourage improvements in the quality of digital infrastructure while strengthening the readiness of regional apparatus in facing developments in information technology.
According to him, intra-government network evaluation plays a crucial role in supporting the smooth exchange of information and data between regional agencies as part of digital-based governance.
"What we need to focus on now is the state of digital infrastructure in Ciamis Regency. Digital transformation isn't just about technology; it also concerns community readiness and how we manage data to maximize its use," he said.
Enda explained that, in addition to strengthening network infrastructure, there are other aspects that require collective attention, including the community's readiness to switch from conventional services to digital services and increasing the use of Digital Population Identity (IKD).
He stated that the IKD utilization rate in Ciamis Regency remains below 10 percent. This presents a challenge that requires further action through outreach and the active involvement of all regional government agencies.
Therefore, Enda encouraged all ASN within the Ciamis Regency Government to use IKD and become an example for the community in utilizing digital services.
"We encourage our fellow civil servants to use the IKD. We hope that civil servants can be part of the effort to increase the understanding and utilization of digital services in the community," he said.
Furthermore, Enda emphasized the importance of managing and integrating data generated by each regional government agency (OPD). He stated that the collected data must be organized systematically, accurately, and tailored to needs so that it can be used as planning material and to support regional government policymaking.
He hopes that each regional apparatus can optimize data management according to their respective tasks and fields, while strengthening coordination so that the resulting data can be integrated and provide benefits for government administration.
"We can orchestrate the data generated by each regional government agency (OPD), collect it according to their respective specializations, and then compile it into accurate data that can be used for planning. Hopefully, we can move together toward digital government," he explained.
Furthermore, Enda emphasized that efforts to realize digital government must continue amidst budget efficiency. Therefore, optimizing existing infrastructure, strengthening coordination, and utilizing technology appropriately are crucial to supporting effective government administration.
Through this Intra-Government Network Evaluation Technical Guidance, the Ciamis Regency Communication and Information Service hopes that all SKPDs and sub-districts can improve their understanding of the importance of network evaluation, strengthen coordination between information technology managers, and support the integration of government systems and data.
Thus, strengthening intra-government networks is expected to be part of the Ciamis Regency Government's ongoing efforts to build a more integrated and effective digital governance system that supports improved public service delivery. (Ciamis Regency Communications and Information Service/rka)
