PORTALJABAR, BANDUNG REGENCY - West Java Governor Dedi Mulyadi together with the Deputy Minister of Energy and Mineral Resources (ESDM) of the Republic of Indonesia Yuliot Tanjung officially laid the first stone ( groundbreaking ) of the Waste Processing into Electrical Energy (PSEL) project at the Legok Nangka Regional Final Waste Processing and Processing Site (TPPAS), Bandung Regency, Wednesday (29/7/2026).

This step marks a new milestone for West Java in providing modern and sustainable waste management solutions.

KDM -- Governor Dedi Mulyadi's nickname -- emphasized that the construction of the Legok Nangka PSEL is a concrete manifestation of the West Java Provincial Government's commitment to resolving the waste problem, especially in the Greater Bandung agglomeration area and its surroundings.

"The Legok Nangka Waste Management Center (PSEL) represents the West Java Provincial Government's commitment to providing a better waste management system. We want to make waste no longer a burden, but a resource that can provide added value through clean energy, while simultaneously improving the environmental quality of the people of West Java," KDM emphasized.

The Legok Nangka Regional Waste Processing and Sanitation (TPPAS) is designed with a processing capacity of approximately 2,131 tons of waste per day. This facility will serve six regions in West Java: Bandung City, Bandung Regency, Cimahi City, West Bandung Regency, Garut Regency, and Sumedang Regency.

By utilizing waste-to-energy technology, this strategic project will not only significantly reduce the volume of waste, but also produce environmentally friendly electrical energy that will contribute to the national energy mix.

Also combined with the signing of a Memorandum of Understanding (MoU) on Waste-to-Energy Development in West Java, this project received full support from the Central Government.

Indonesian Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung, expressed his appreciation for the West Java Provincial Government's initiative and all parties involved. He stated that this project will have a broad multiplier effect , including providing clean energy, creating jobs, boosting the regional economy, and reducing emissions.

"This project is expected to become a national pilot for waste-to-energy development in Indonesia, as well as a foundation for accelerating the implementation of similar projects through solid collaboration," said Yuliot.

Investment Guarantee Support from PT PII
The successful commencement of the Legok Nangka PSEL construction is also inseparable from the strong collaboration between the government and business entities, including investment guarantee support from PT Penjaminan Infrastruktur Indonesia (Persero) or PT PII, which is a Special Mission Vehicle of the Indonesian Ministry of Finance.

Previously, PT PII had provided government guarantees through the Government and Business Entity Cooperation (KPBU) scheme for the Legok Nangka Regional TPPAS in April 2026, which involved PT Jabar Environmental Solutions (JES) as the Implementing Business Entity and the West Java Provincial Government as the Cooperation Project Manager (PJPK).

Acting President Director of PT PII, Andre Permana, explained that the guarantee aims to improve the project's bankability and ensure proportional risk allocation, ensuring the project can run smoothly and sustainably.

" The groundbreaking for the Legok Nangka PSEL is an important milestone in the development of PPP-based waste management infrastructure in Indonesia. We hope this project will become a model for green infrastructure development that can provide sustainable economic, social, and environmental benefits," said Andre.

Through close synergy between the West Java Provincial Government, the Central Government, PT PII, business entities, and all stakeholders, the Legok Nangka PSEL is expected to soon operate optimally to achieve energy security and a healthier environment for the people of West Java. *ikp
