
SURABAYA CITY-- West Java Provincial Government received the Regional Government Implementation Evaluation (EPPD) award with High Performance status from the Ministry of Home Affairs.
West Java is one of the five high-performing provinces with an EPPD score reaching 3.6485.
Apart from West Java, another provincial government that received a similar award certificate was East Java, with a score of 3.6970, with high performance status.
Next, Central Java with a score of 3.6791, high performance status. Then DKI Jakarta scored 3.6560 with high performance status. Then DI Yogyakarta with a score of 3.5353, high performance status.
This predicate was given based on the Decree of the Minister of Home Affairs number 100.2.1.7-6646 of 2023 concerning National EPPD Results in 2023 Based on the 2022 Provincial and Regency/City Regional Government Implementation Report (LPPD) in Five Provinces, 10 cities and 14 Regencies with the Highest Achievements overall National.
Acting Governor of West Java Bey Machmudin received an award directly from Minister of Home Affairs Tito Karnavian at the Peak of Regional Autonomy Day Commemoration at Surabaya City Hall, East Java, Thursday (25/4/2024).
Apart from that, there are two district governments in West Java that received EPPD award certificates with high performance, namely Indramayu Regency with a score of 3.5426 and Sumedang Regency with a score of 3.5391.
At the commemoration of Autonomy Day this year there were also two regional heads in West Java who received Satyalancana Karya Bhakti Praja Nugraha based on the decision of the President of the Republic of Indonesia.
This badge is given to regional heads once in a lifetime for achievements in administering regional government.
The two regional heads are Dony Ahmad Munir as Regent of Sumedang for the 2018-2023 period, and Bima Arya Sugiarto as Mayor of Bogor for the 2019-2024 period.
According to Minister of Home Affairs Tito Karnavian, regional autonomy is designed to achieve two main goals, namely prosperity and democracy.
This is as regulated in Law Number 23 of 2014 concerning Regional Government, which is based on the basic principles contained in article 18 of the 1945 Constitution, that regional autonomy is the right, authority and obligation of autonomous regions to regulate and manage their own government affairs and interests. local communities in the Republic of Indonesia system.
Tito explained that in terms of welfare objectives, decentralization is directed at providing public services to the community effectively, efficiently and economically.
"Through various government policy innovations that emphasize the uniqueness of the region concerned (indigenous development) as well as the wise and sustainable use of natural resource potential," said Tito Karnavian, in front of the governors, as well as regents and mayors who were present at City Hall Surabaya.
"Meanwhile, in terms of democratic goals, decentralization policy is an instrument of political education at the local level which accelerates the realization of civil society," he said.
So, said Tito, the democratic process at the local level through holding direct elections for regional heads and regional representatives, is expected to foster commitment, trust, tolerance, cooperation, solidarity and a high sense of belonging towards activities. development in the region so that it has a positive correlation with improving the quality of democratic life.
Green Economy
Meanwhile, Minister of Home Affairs Tito reviewed the theme of this year's Autonomy Day commemoration, namely, 'Sustainable Regional Autonomy Towards a Green Economy and Healthy Environment'.
This theme was chosen to strengthen commitment, responsibility and awareness of all levels of local government regarding the mandate and duties to implement sustainable development.
In line with this, sustainable development needs to be implemented both in environmental management and human resources (HR). As well as encouraging an environmentally friendly economic model for a sustainable future for future generations.
"The green economy is one of six strategies for Indonesia's economic transformation to achieve the 2045 vision. The decentralization policy provides space for regional governments to manage human resources more efficiently and sustainably," he said.
In line with that, continued Tito Karnavian, strengthening the green economy must also pay attention to regional potential, starting from agriculture, maritime affairs and tourism.
According to him, the Ministry of Home Affairs is ready to strengthen its function in facilitating regional legal products that focus on green economic development to achieve environmental sustainability and holistic community welfare.
"This function aims to maximize the role of regional regulations that focus on superior commodities and sectors that are environmentally friendly by paying attention to aspects of ecological function, water absorption, economics, social culture, aesthetics and disaster management," said Tito.
