PORTALJABAR, BEKASI REGENCY - The Bekasi Regency Government, along with the leadership and members of the Bekasi Regency DPRD, are following up on the results of the West Java Governor's evaluation of the Draft Regional Regulation (Raperda) concerning Accountability for the Implementation of the Regional Revenue and Expenditure Budget (PPAPBD) for the 2025 Fiscal Year.

The discussion and signing of the joint agreement also served as a momentum for the Bekasi Regency Government to evaluate regional revenue performance and map out a number of sectors that have the potential to be optimized as sources of Regional Original Income (PAD) in the future.

Acting Bekasi Regent Asep Surya Atmaja stated that the evaluation is necessary given changes in economic activity and efficiency policies that have impacted several sectors contributing to regional revenue.

One sector of concern is the hospitality industry. He noted that reduced government activity due to budget cuts has also impacted activity levels in this sector.

"Because of the large number of ASN, their activities are now reduced due to efficiency, it has decreased significantly," said Asep after the Signing of the Joint Agreement on the Results of the Evaluation of the Governor of West Java on the Draft Regional Regulation on PPAPBD for the 2025 Fiscal Year with the Chairman of the Bekasi Regency DPRD, Ade Sukron, and the ranks of DPRD members, in the Chairman's Room of the Bekasi Regency DPRD, DPRD Building, Bekasi Regency Government Complex, Central Cikarang, Monday (7/9/2026).

Amidst these conditions, the Bekasi Regency Government has begun to look again at potential revenue from other sectors, one of which is parking management.

Asep believes that parking has great potential due to the high mobility of people in various activity centers, from markets to entertainment areas and public facilities.

"I'm currently thinking about parking in the future. Why? Especially since parking is fast and can generate a lot of revenue," he said.

According to Asep, markets are one of the areas with significant potential for development. Besides encouraging community economic activity, the high number of visitors also creates a need for parking spaces.

"Why do I come to the market? Because there's potential. Besides the community-based economy, there's also parking," he said.

To improve management effectiveness and transparency, the Bekasi Regency Government plans to develop a parking payment system using QRIS. This system will be tested and evaluated before being implemented more widely.

"Let's leave it for now, until we know what happens in a few months. After that, we'll reactivate all parking, even at the stadium, using QRIS," he explained.

The Bekasi Regency Government is targeting optimization of the parking sector to begin making a greater contribution to PAD in 2027. Development will be carried out by considering the potential of each location, including market areas, stadiums, and other community activity centers.

"God willing, we will optimize this parking area in 2027. The more people come to the market and bring vehicles, the more parking will increase," he said.

In addition to parking, the Land and Building Acquisition Tax (BPHTB) sector is also a concern for local governments. Asep stated that evaluations of residential area permits will be conducted taking into account environmental conditions, particularly areas prone to flooding.

"If there really is going to be flooding, then we might stop the permit. But if there's no flooding, we'll continue," he said.

According to him, this step is necessary to maintain a balance between development control, environmental protection, and optimizing regional revenue potential.

Through the 2025 P2APBD evaluation, the Bekasi Regency Government will continue to map regional revenue potential by adjusting to developments in economic activity and regional fiscal conditions.

Optimizing digital-based parking and evaluating the BPHTB sector are part of efforts to expand regional revenue sources, so that Bekasi Regency's fiscal capacity can be strengthened in supporting development and services to the community.
