
PORTALJABAR, PURWAKARTA DISTRICT - The Head of the West Java (Jabar) Education Office (Kadisdik), Purwanto, expressed his high appreciation for the issuance of the Circular Letter (SE) of the Minister of Primary and Secondary Education Number 7 of 2026 concerning the Assignment of Non-ASN Teachers to Regional Education Units in 2026.
This policy is considered a crucial solution for ensuring the status and welfare of thousands of honorary teachers, especially in the West Java region.
The Head of the Education Office revealed that the presence of this circular has removed the regional government's doubts about allocating salary budgets for non-ASN teachers.
"We thank the Minister. Before this circular was issued, we were at a dead end regarding the salary mechanism for approximately 3,828 honorary workers in West Java. With this strong legal basis, we can disburse the rights of these teachers," said the Head of the Education Office during a visit to SMAN 2 Purwakarta, Friday (May 8, 2026).
The Head of Education also emphasized that the amount of income in West Java is adjusted to the regional budget capacity, with an average of IDR 2,300,000 based on a workload analysis.
"With increasingly refined regulations, hopefully the management of our teaching staff will be more focused on improving the quality of learning in schools," he said.
Rizkita Nurul Baifin, a teacher at SMAN 2 Purwakarta, has directly benefited from this policy. She said she has received her salary back after experiencing salary uncertainty.
"Thank God, thanks to this circular, we can all receive our salaries again. Thank you, Minister and Governor, for your concern for our plight," he said.
Based on Circular Letter Number 7 of 2026, the government stipulates that non-ASN teachers who have been registered in the Education Data before December 31, 2024, are still permitted to carry out their duties until December 31, 2026.
This policy was taken to ensure the continuity of national education services which had been hampered by the availability of teaching staff.
Regarding the income scheme, the circular details three categories of recipients:
- Teacher Professional Allowance: For teachers who have a teaching certificate and meet the workload.
- Ministry Incentives: For teachers who are not yet certified educators or who are certified but whose workload has not been fulfilled.
- Regional Income: Regional governments are permitted to provide additional income based on each region's budget capacity and workload analysis. (Apun/rka)
