High Compliance of ASN in West Java in Maintaining Neutrality

PORTALJABAR, BANDUNG CITY - West Java Provincial Government together with the State Civil Apparatus Commission held a Post-General Election Evaluation Meeting in 2024 in West Java Province and Prevention of Violations of ASN Neutrality in the 2024 Election at Gedung Sate, Bandung City, Wednesday (28/2/2024) .

During the meeting, KASN revealed that violations of ASN neutrality in West Java Province were relatively low.

Acting Asda III West Java Provincial Secretariat Hening Widiatmoko said this was proof that the appeal of the Acting Governor of West Java Bey Machmudin to be neutral was obeyed by the majority of West Java ASN.

"At the provincial level, we are gradually reminding staff because the Acting Governor (Governor of West Java) advised us that we have a collective obligation to be neutral. Thank God, so far this has been complied with," said Hening.

He added that the report from the Head of the West Java Regional Civil Service Agency (BKD) on the results of the National Civil Service Agency Supervision and Control Coordination Meeting in Denpasar, Bali, two weeks ago also stated the same thing.

"While the meeting in Bali has been announced, the violation of neutrality in West Java is very small. We have around 46,000 provincial employees and 300,000 city district ASN employees, the violation is very minimal," he said.

According to Hening, the violations recorded in West Java were administrative errors, amounting to around 20 cases. When compared with the number of West Java ASNs, the number of violations is relatively small.

In the evaluation, violations were also recorded that were subject to warning sanctions related to posts on ASN social media that showed non-neutrality.


KASN recommendation

Head of West Java BKD Sumasna said that his party had received a recommendation from KASN to be followed up.

KASN received a report from Bawaslu and from the search results it was found that there were indications of violations.

"The recommendation is for a moderate level of punishment because the person concerned provides support for certain candidates by posting on social media. The sanction could be in the form of delaying periodic salary or rank increases," emphasized Sumasna.

He emphasized that ASN neutrality must be implemented, especially after the 2024 Presidential Election which will be followed by simultaneous regional elections in November 2024.

"We will continue to socialize the rules of the game for ASN to maintain neutrality, create networks in districts, cities and provinces so that the socialization of neutrality runs optimally," said Sumasna.

KASN Assistant 2 for Supervision in the Field of Implementation of Basic Values, ASN Code of Ethics and Code of Conduct, and ASN Neutrality Maria Ivonne Tarigan said that during the 2024 Election her party received more than 400 reports of violations of neutrality and 143 were proven to have violated them.

"70 percent of those who violate have been followed up," said Maria.

According to Maria, the biggest violation was that ASN took part in campaign activities and then supported the presidential candidates by commenting or giving "likes" on social media.
