PORTALJABAR, BOGOR REGENCY - The Bogor Regency Government (Pemkab) has again received an Unqualified Opinion (WTP) for its Regional Government Financial Report (LKPD) for the 2024 Fiscal Year from the Republic of Indonesia Audit Board (BPK RI).

The highest opinion in this government financial audit is an indicator that regional budget management has been prepared and implemented in a transparent, accountable manner, and in accordance with government accounting standards.

Strengthening governance should not be viewed merely as an administrative target, but as a foundation for regional development. According to Bogor Regent Rudy, physical and social development will not be sustainable without a clean, professional, and publicly trusted government system.

"Transparent and accountable financial management is the primary foundation for building public trust. A WTP (Unqualified Opinion) is not an end in itself, but rather a tool to ensure that every rupiah of the budget is truly returned in the form of services and development," he stressed.

The Chairman of the Bogor Regency Regional People's Representative Council (DPRD), Sastra Winara, expressed his deep appreciation for this achievement. The WTP opinion represents a concrete manifestation of our shared commitment to achieving transparent, accountable, and responsible regional financial governance.

"We express our highest appreciation and gratitude to the Regent, Deputy Regent, and all levels of the Bogor Regency Government who have worked hard and with dedication," said Sastra.

This achievement coincides with an increase in the Monitoring Center for Prevention (MCP) and the Integrity Assessment Survey (SPI) scores initiated by the Corruption Eradication Commission (KPK). This improvement reflects the strengthening of the corruption prevention system, internal oversight, and the establishment of a bureaucratic work culture of integrity.

The Bogor Regency ASN Monitoring Center for Prevention (MCP) score showed a significant improvement, achieving a score of 91, while the 2025 Corruption Eradication Commission (KPK) Integrity Assessment Survey (SPI) scored 73.8, placing it among the best in West Java and moving it out of the red zone. These achievements reflect the strengthening of integrity and significant improvements in governance in Bogor Regency in 2025.

The Director of Coordination and Supervision for Region II of the Corruption Eradication Commission (KPK), Bahtiar Ujang Purnama, expressed his appreciation for the achievement, emphasizing that the increase in integrity scores indicated improvements in regional governance.

"I am grateful to the Bogor Regency Government, led by Regent Rudy Susmanto, for this initiative to improve integrity," he said.

Meanwhile, Bogor Regent Rudy Susmanto stated that the KPK evaluation provides momentum for the regional government to continue improving. The Bogor Regency Government is open to evaluation and assistance as part of its efforts to strengthen transparency and accountability.

"We want to ensure that the regional government's actions comply with applicable laws and regulations, ensuring that Bogor Regency's governance is healthier and cleaner," Rudy said.

The Bogor Regency Government has taken various improvement measures, from strengthening internal control systems, improving the quality of financial planning and reporting, to optimizing oversight functions across all regional government agencies. Regular evaluations and digitizing administrative processes are part of the strategy to minimize potential irregularities and increase work efficiency.

Not only in the system aspect, strengthening governance is also carried out by improving the quality of human resources.

In 2025, the Bogor Regency Government will gradually recruit Government Employees with Work Agreements (PPPK), who will be placed in priority sectors such as education, health, and other technical services. This additional staffing is expected to strengthen the bureaucracy's capacity to provide fast and responsive services.

Bogor Regent Rudy Susmanto officially inaugurated 9,687 part-time Government Employees with Work Agreements (PPPK) at the Pangandaran Stadium Archery Field in Cibinong on Friday (November 14, 2025). This inauguration of part-time PPPK was the largest at the district/city level in Indonesia.

Rudy explained that this inauguration is a strategic step to prepare for the implementation of the 2026 national policy. In accordance with the direction of the National Civil Service Agency (BKN), part-time employees will be appointed as PPPK.

In line with this, the government's digital transformation continues to accelerate. The intra-government network now reaches all sub-districts, including outlying areas like Cariu and Jasinga. This digital-based system integration enables more effective coordination across regional agencies and accelerates public services.

As a result, the Bogor Regency Government has once again achieved impressive national success by winning the 2025 Innovative Government Award (IGA) as the Most Innovative Regency. This marks the ninth consecutive IGA Award the Bogor Regency Government has received.

The Regional Secretary of Bogor Regency, Ajat Rochmat Jatnika, added that Bogor Regency has once again entered the ranks of the most innovative regencies, being directly designated as one of the top 10 regions with the best innovation in Indonesia.

"IGA is not just a competition, but an opportunity to strengthen the culture of innovative service to the community within the Bogor Regency Government. Thank God, Bogor Regency almost never misses this event," Ajat concluded.

The Bogor Regent and Deputy Regent's efforts to strengthen integrity and bureaucratic transformation have received a positive response from the public. The Visi Nusantara Study Institute released a survey of Bogor Regency residents' satisfaction with the first year of the Regent and Deputy Regent's performance, as well as their perceptions of the Rudy Susmanto-Ade Ruhandi administration.

Social Politics and Public Policy Observer, Yusfitiadi, said that the survey results showed that in general the level of public satisfaction with the Bogor Regency Government in the first year was relatively high with an average of 83.29 percent.

"This survey is more comprehensive, covering 16 performance indicators, priority programs, and the effectiveness of public communications. The Rudy Susmanto and Ade Ruhandi administration has succeeded in building a positive perception," said Yusfitriadi.

He stated that, in general, the survey showed that the government's foundations were quite strong in the first year. Strengthening the economic, agricultural, employment, and legal governance sectors is key to increasing public satisfaction more evenly in the following year.

With the re-achievement of the Unqualified Opinion (WTP) and the ongoing strengthening of integrity and digital transformation, the Bogor Regency Government affirms its commitment to building a professional, clean, and results-oriented government. Digitalization is also part of the transparency strategy, allowing the public to access various service and administrative information more openly.

This step strengthens the principles of good governance while building a bureaucratic culture that adapts to technological developments.
