PORTALJABAR, BEKASI REGENCY - The Bekasi Regency Government has confirmed its commitment to addressing the waste problem and designing the direction of development for the next five years through the ratification of the Draft Regional Regulation (Raperda) on waste management.
In this activity, a memorandum of understanding was also signed for the Initial Draft of the Bekasi Regency Medium-Term Development Plan (RPJMD) for 2025–2029. The activity took place in the Plenary Meeting of the Bekasi Regency DPRD, Thursday (17/4/2025).
Bekasi Regent Ade Kuswara explained that the ratification of this Draft Regional Regulation is a follow-up to the national regulation that regulates waste management systematically and based on legal certainty. He referred to the provisions of Article 236 paragraph (2) of Law Number 23 of 2014 concerning Regional Government and Law Number 18 of 2008 concerning Waste Management.
"The formation of this Draft Regional Regulation is a concrete step to ensure waste management that is based on legal certainty and is in favor of the community," said Regent Ade in his speech.
Ade said, the waste problem is said to be one of the main challenges of Bekasi Regency along with the increasing population and growth of industrial areas. Therefore, this Draft Regional Regulation is expected to be a legal basis that strengthens participatory, integrated, and sustainable waste management.
In addition to the ratification of the Draft Regional Regulation, Ade said, the Bekasi Regency Government also agreed to the initial document of the 2025–2029 RPJMD as a strategic direction for five-year development. This document was prepared with a holistic, thematic, integrative, and harmonious approach, and is based on the principle of equitable development across sectors.
"The content of development that is the direction of the region is to realize an independent, united, sovereign, just and prosperous Bekasi Regency as stated in the opening of the 1945 Constitution," said Regent Ade.
Regent Ade emphasized the importance of cross-sector collaboration in the implementation of the RPJMD. He said the success of regional development is highly dependent on the synergy between the regional government, the DPRD, and active participation of the community.
"This memorandum of understanding is not just an administrative document, but rather the foundation of a shared ideal in building a better Bekasi Regency," he added.
The Bekasi District Government also hopes that the approved Waste Management Bill can be implemented consistently, supported by adequate infrastructure development, as well as strengthening public awareness through education and public participation.
"We approve this Draft Regional Regulation to be stipulated as a Regional Regulation of Bekasi Regency," said Regent Ade Kuswara Kunang.
In the plenary meeting, the inauguration of the Deputy Chairman of the Bekasi Regency DPRD, Usup Supriatna, was also carried out. He hopes to strengthen the legislative function and support the regional development agenda in a sustainable manner.
