PORTALJABAR, GARUT REGENCY - The Garut Regency Government (Pemdakab) through the Population Control, Family Planning, Women's Empowerment, and Child Protection Service (DPPKBPPPA) held a socialization of Regional Regulation (Perda) Number 5 of 2023 concerning the Implementation of Child-Friendly Regency (KLA).
This event took place at the Tarogong Kaler District Hall, Garut Regency, Wednesday (26/2/2025).
This socialization was attended by 40 participants from two sub-districts, namely Tarogong Kidul and Tarogong Kaler. The participants consisted of sub-district heads, village heads, TP-PKK, UPT PP Region 1 and 4, PLKB, Children's Forum, and Karang Taruna.
In his remarks, the Head of DPPKBPPPA Garut Regency, Yayan Waryana, emphasized the importance of real efforts in realizing Garut as a Child-Friendly Regency.
"Through this activity, we continue to strive to realize a Child-Friendly Regency by fulfilling children's rights and special protection for children at the sub-district and village/ward levels," he said.
Yayan also explained that the implementation of KLA in Garut is based on various regulations, including:
1. Law Number 35 of 2014 concerning Amendments to Law Number 23 of 2002 concerning Child Protection.
2. Government Regulation in Lieu of Law of 2018 concerning Amendments to Law Number 21 of 2002 concerning Child Protection.
3. Regional Regulation Number 13 of 2016 concerning the Protection of Women and Children.
4. Decree of the Regent of Garut Number 463/Kep.318-DP2KBP3A/2017 concerning the Establishment of the Garut Regency Child-Friendly Regency Task Force.
5. Garut Regency Regional Regulation Number 5 of 2023 concerning the Implementation of Child-Friendly Regency.
This socialization also discussed the concept of Child-Friendly Sub-districts (Kelana) and Child-Friendly Villages/Kelurahan (Dekela). The government hopes that each sub-district and village/kelurahan can form their own task force and issue a Decree (SK) as a form of commitment in implementing KLA.
Prof. Ikeu Kania from Garut University as a resource person explained, KLA implements the Child Rights Fulfillment (PUHA) strategy, which includes, among others: Integration of children's rights in the preparation of policies, programs, and activities. Then, the application of the KLA principle in every stage of development, starting from planning, budgeting, implementation, to monitoring and evaluation.
"Another strategy is the implementation of the KLA concept at all regional levels, from national, provincial, district/city, sub-district, to village/sub-district levels," he said.
With this socialization, it is hoped that understanding of the KLA Regional Regulation will increase, so that the implementation of this program can run optimally.
The Garut District Government is committed to continuing to improve the quality of a child-friendly environment and ensuring that children's rights are fulfilled throughout Garut Regency.
