West Java Provincial Government Issues Warning Letter to PT TRPN

PORTALJABAR, BANDUNG CITY - The sea fence in Segarajaya Village, Tarumajaya District, Bekasi Regency, was sealed by the Indonesian Ministry of Maritime Affairs and Fisheries (KKP).

West Java Regional Secretary Herman Suryatman explained that the sealing of the sea fence by the Ministry of Marine Affairs and Fisheries was carried out on January 15, 2025, which had previously been coordinated between the West Java Maritime Affairs and Fisheries Service (DKP) and the Ministry of Marine Affairs and Fisheries.

"After we coordinated with the Ministry of Marine Affairs and Fisheries, including within the scope of the West Java Provincial Government together with the DKP, Environmental Service, DBMPR (Bina Marga and Spatial Planning Service), Bappeda, Legal Bureau, and Satpol PP, it was confirmed that the sea fence did not have a permit and violated marine spatial planning," said Herman Suryatman in Bandung City, Monday (27/1/2025).

According to Herman, the owner is PT TRPN, certified with an area of 4 hectares and a length of 4 km. Located outside the energy zone, but not licensed by the Ministry of Marine Affairs and Fisheries in the form of a letter of Conformity of Marine Space Utilization Activities (KKPRL).

In addition, according to Herman, the location of the sea fence is outside the lease object between PT TRPN and the West Java Provincial Government.

"The land included in the PKS (Cooperation Agreement) object is 5,700 square meters which is designated for road access, from 7.4 hectares owned by the West Java Provincial Government. As social compensation, PT TRPN will help organize the affected areas (kiosks and offices)," he explained.

Herman added, although law enforcement related to sea fences is the domain of the Ministry of Marine Affairs and Fisheries, which is currently being investigated for imposing fines, in terms of supervision it is still within the authority of the West Java Provincial Government (12 mile radius), including exploration, exploitation and conservation.

This is in accordance with Law No. 23 of 2014 concerning Regional Government and West Java Provincial Regulation No. 9 of 2022 concerning Marine RTRW.

"The first and immediate thing to do is, we will send a warning letter or a warning from the West Java Provincial Government to PT TRPN regarding the unlicensed sea fence," said Herman.

Second, Herman said further, asking PT TRPN to comply with and implement all clauses in the PKS, including social compensation.

Third, the West Java Provincial Government is conducting field monitoring to ensure that there are no disturbances to public order and security.


Energy zone development

On a different occasion, the Head of the West Java Marine Affairs Division of the DKP, Dyah Ayu Purwaningsih, explained that the cooperation between the West Java Provincial Government through the DKP with third parties was in an effort to develop energy zones and expand port access, based on West Java Provincial Regulation No. 9 of 2022 concerning the Marine Spatial Planning Plan.

"There is the development of an energy zone because there is a PLTU there and a plan to expand the port because Tanjung Priok Port will be expanded to the Bekasi area," said Dyah.

"Then there is also the plan for a fishing port with its TPI (Fish Auction Place). The PKS is all on land, not touching the waters," he added.
