
PORTALJABAR, BANDUNG CITY - The West Java Provincial Government (Pemdaprov Jabar) together with the West Java High Prosecutor's Office (Kejati Jabar) signed a memorandum of understanding aimed at strengthening transparency and legal certainty in governance and management of Regionally-Owned Enterprises (BUMD).
The signing took place in the West Hall of Gedung Sate, Bandung City, Tuesday (4/2/2025), which was attended by the Acting Governor of West Java Bey Machmudin, the Head of the West Java High Prosecutor's Office, the Regional Secretary (Sekda) of West Java, and representatives of BUMD.
"This cooperation will encourage better transparency, because without transparency, all these efforts will be in vain. We must be open to the High Prosecutor's Office so that we know the potential legal issues faced and the steps that need to be taken," said Bey Machmudin.
He stressed that the purpose of this agreement is not to protect against unlawful acts, but to ensure clean and professional governance.
"Every rupiah spent must be truly beneficial to the community. Those who can still be guided, we will guide together with the Attorney General's Office. However, if there are indications of excessive violations of the law, then strict action must be taken according to the applicable regulations," he stressed.
In addition to strengthening the legal aspects of governance, Bey also highlighted the optimization of the role of BUMD and management of regional assets. One example is the Legok Nangka TPPAS project, which is currently still awaiting a Legal Opinion from the West Java High Prosecutor's Office as a legal basis for continuing the project.
"We also ask for assistance from the High Prosecutor's Office so that BUMD can operate better, including in the management of Corporate Social Responsibility (CSR), to be more transparent and on target," he said.
Bey emphasized that many regional assets have not been utilized optimally. With this cooperation, the West Java Provincial Government hopes that legal certainty can be achieved soon so that these assets can be used for the benefit of the community.
West Java Provincial Government Legal Case Notes
In 2024, the West Java Provincial Government handled 62 legal cases, consisting of 34 continued cases and 28 new cases. As of December 31, 2024, 26 cases had final decisions (inkrah), with the West Java Provincial Government winning most of the cases.
Entering 2025, the West Java Provincial Government is still facing 42 legal cases, consisting of 36 continuing cases and 6 new cases.
Bey hopes that with the assistance of the West Java High Prosecutor's Office, every legal decision produced can provide certainty for the West Java Provincial Government in organizing public services and managing regional assets more effectively.
"We are optimistic that with this assistance (cooperation), the West Java Provincial Government and BUMD can implement better, more transparent governance that is oriented towards the interests of the community," he said.
