West Java Provincial Government Holds Competency Test to Fill High Leadership Positions

PORTALJABAR, BANDUNG CITY - The West Java Provincial Government through the Selection Committee (Pansel) is carrying out the process of filling the High-Level Pratama Leadership Positions (JPT) and Administrator Positions (JA) through a competency test or jobfit mechanism.

This step is part of the West Java Provincial Government's commitment to ensure that public services run optimally and are based on meritocracy. This process is also part of the talent management data-based personnel management that has been developed since 2021.

"This competency test involves officials from districts/cities in West Java as part of a cross-agency talent acquisition strategy. We want to enrich internal data with comparative data from outside," said the Head of the West Java BKD as Chair of the Selection Committee, Dedi Supandi, Friday (25/4/2025)

There are ten echelon II positions opened at this stage, including the positions of Head of Bapenda, Head of Education Office, Head of Transportation Office, Head of Highways and Spatial Planning Office, Head of Marine Affairs and Fisheries Office, Head of General Bureau, Head of Organizational Bureau, Head of Economic Bureau, Head of Inspectorate and Director of Al Ihsan Regional Hospital.

The selection process began on April 14, 2025 and will last until mid-May. The selection stages include registration, file verification, writing and selection of papers, interviews, and final assessment plenary. The entire process is carried out in accordance with PP No. 17 of 2020 and PP No. 11 of 2017.

Until the registration closed on April 17, 22 applicants from nine regencies/cities in West Java were registered. However, after file verification and administrative selection, only 13 applicants were declared eligible to proceed to the next stage.

Eight applicants were disqualified for not meeting regulatory requirements, while one applicant for the Inspectorate position has not been processed because he is still waiting for approval from the Ministry of Home Affairs.

On April 24, 2025, 13 participants were interviewed for nine available positions. As a result, five positions have been filled by the three best candidates each based on interview scores and track records.

"Five positions have been determined through a plenary meeting of the Selection Committee and will be submitted to the BKN and the Ministry of Home Affairs for technical approval of the inauguration. The remaining positions that have not been filled will be continued through internal selection by the West Java Provincial Government," said Dedi Supandi.

This competency test process has received official approval and recommendations from the Ministry of PAN-RB and BKN. This is in line with the mandate of Article 132 of PP 17/2020 which allows the filling of JPT between agencies through the competency test method.

The Selection Committee in this process consists of internal and external elements, namely the Head of the West Java BKD, BKD structural officials, HR assessors, representatives of the Ministry of Home Affairs, and academics.

With this open and competency-based selection system, the West Java Provincial Government hopes to fill strategic positions with the best talents, in order to strengthen the performance of the bureaucracy and public services in West Java.
