PORTALJABAR, BEKASI REGENCY - The Bekasi Regency Government has transferred the participation of Contribution Assistance Recipients (PBI) to the State Budget (APBN).

This measure reduces the financing of PBI National Health Insurance (JKN) from IDR 31–33 billion to IDR 25–26 billion per month.

Head of the Bekasi Regency Social Service, Alamsyah, said the transfer was carried out to reduce the burden on the Regional Revenue and Expenditure Budget (APBD).

"Initially, it was our collective awareness. All regional government agencies are aware of the significant efficiency issues and burdens on our regional budgets. Therefore, we need to find a way to shift this burden to the national budget," Alamsyah said on August 24, 2026.

The transfer of participation is carried out through coordination with the Social Services, Education Services, Health Services, Population and Civil Registration Services, and BPJS Health.

Every month, regional apparatus updates and clarifies data before proposing the transfer of participants to the Ministry of Social Affairs.

"Every month, we propose transferring PBI participants from the regional budget to the state budget. We enter the data and conduct a joint clearing process, then submit it to the Ministry of Social Affairs through a representative from the leadership, in this case the Acting Regent. Perhaps that's why we were awarded the Acting Regent's award," he explained.

The transfer process has been underway since 2024 and was strengthened in October after the Bekasi Regency Government brought in the Ministry of Social Affairs to standardize the mechanism.

As a result, the PBI financing burden, which previously reached IDR 31–33 billion per month, has now decreased to around IDR 25–26 billion.

"This means a reduction of approximately Rp. 6 billion to Rp. 7 billion in one month. If you multiply that by 12 months, it's certainly quite substantial. We could save tens of billions," he said.

These savings help local governments manage their regional budgets more efficiently without reducing health insurance protection for the community.

Changes in financing are also evident in the composition of PBI participants covered by the government, with around 900,000 participants now being burdened by the state budget.

"Now it's reversed. The state budget burden is now around 900,000, while the regional budget has around 600,000 registered. This doesn't even include active ones," he said.

The Bekasi Regency Government still has the opportunity to increase the number of PBI participants covered by the State Budget because the Ministry of Social Affairs has provided an additional quota of around 13 thousand participants.

"It's still ongoing because the opportunity still exists. The Ministry of Social Affairs has still allocated a quota of around 13,000. So, we're still working on this process," he said.

Beneficiary data is continuously updated to ensure targeted transfers of participants while maintaining the sustainability of public health protection.
