PORTALJABAR, BOGOR REGENCY - The Bogor Regency Government (Pemkab) through Bappedalitbang held the 2025 Bogor Regency Investment and Spatial Planning Forum, held in the Pangrango Room, Harris Hotel Cibinong City Mall, Wednesday (22/10/2025).

This forum is an important platform for synergizing investment policy directions with sustainable spatial planning.

Bogor Regency Regional Secretary (Sekda) Ajat Rochmat Jatnika said that this forum is a moment for joint reflection by all stakeholders to strengthen understanding and collaboration between aspects of investment, spatial planning, and regional development.

"This forum is not just a ceremonial event, but part of a collective awareness campaign. Investment and spatial planning must go hand in hand to promote public welfare," he said.

Ajat emphasized the importance of balance between property rights and development rights.

According to him, land ownership does not automatically provide the freedom to build without paying attention to spatial planning and environmental regulations.

"Many people feel they already have land certificates and immediately want to build, even though it doesn't necessarily comply with spatial planning regulations. This is something that must be understood together so that development does not violate regulations and maintains environmental balance," he said.

Ajat also revealed that the Bogor Regency Government is preparing a new agency that will focus on land and spatial planning affairs, to strengthen coordination and supervision in this field.

In addition, he highlighted the importance of accelerating the preparation of the Detailed Spatial Planning Plan (RDTR) as a legal basis and guideline for investors so that development activities can proceed in a more focused manner.

Furthermore, Ajat emphasized the importance of spatial economic calculations, namely the analysis of economic potential based on regional spatial planning, to support the increase in Regional Original Income (PAD) through measurable investment sectors.

"We must start calculating spatially how each change in spatial planning can impact local revenue (PAD). This will form the basis for more productive and sustainable investment planning," he said.

Head of the Development Planning, Research, and Development Agency (Bappedalitbang) of Bogor Regency, Bambam Setia Aji, explained the direction of spatial planning policies and strategies for Bogor Regency based on Regional Regulation Number 1 of 2024 concerning the Regional Spatial Planning (RTRW) of Bogor Regency for 2024–2044.

Bambam emphasized that the preparation of the RTRW (Regional Spatial Plan) is a crucial foundation for realizing high-quality, prosperous, equitable, and sustainable spatial planning. He explained that the policy direction is formulated collaboratively across regional agencies and strategic sectors to serve as a guide for integrated investment and regional development.

The RTRW (Regional Spatial Plan) positions Bogor Regency as a National Activity Center and a leading region in Bopunjur for industry, tourism, agriculture, and fisheries. This direction opens up ample investment opportunities.

"For spatial planning to be implemented effectively, a measurable, collaborative, and region-based investment strategy is needed, oriented toward economic, social, and environmental benefits," he said.

Through the 2024–2044 RTRW, the Bogor Regency Government has established 8 policies and 35 spatial planning strategies, covering settlement systems, environmentally friendly transportation networks, natural resource management, industrial and tourism development, and ecological area protection.

In addition, Bogor Regency is divided into three main development areas, namely West, Central, and East to encourage equitable development and open up new centers of economic growth.

The Western Region focuses on industry, agriculture, and tourism, encompassing the Tenjo, Parung Panjang, and Rumpin areas. The Central Region serves as the center of government and public services.

The Eastern region is being directed to become an urban area and new growth center with plans for the capital city in the Jonggol and Sukamakmur areas.

To support data transparency and ease of access, Bappedalitbang also introduced the digital platform “KABISA” (Bogor Regency One Map) through the geoportal.theworkup.id/kabisa website, which contains more than 70 spatial data layers and is publicly accessible.

"Through Kabisa, the public and businesses can view thematic maps, conduct spatial analysis, and ensure spatial planning compliance in real time.
