Garut Regency Government Implements Talent Management to Achieve Objective ASN Management

PORTALJABAR, GARUT REGENCY - The Garut Regency Government (Pemkab) continues to promote the strengthening of human resource governance for civil servants through the implementation of Civil Servant (ASN) talent management. This effort was conveyed during the Socialization of the Development and Implementation of ASN Talent Management held at Campus 4 of Garut University, Jalan Terusan Pahlawan, Tarogong Kidul District, Garut Regency, Tuesday (9/6/2026).

The activity was led directly by the Regent of Garut, Abdusy Syakur Amin. In his remarks, he stated that the implementation of talent management aims to identify the career process of civil servants (ASN) so that it is fair, proper, transparent, and accountable. This policy refers to the Decree of the State Civil Service Agency (BKN) Number 411 of 2025.

"One of the main goals of this system, besides increasing work motivation, is to uphold justice for all employees," said Abdusy Syakur Amin.

To support the implementation of talent management, the Regent emphasized the importance of accelerating the implementation of the Competency Test (Ukom). He stated that the Ukom is a crucial instrument and a determining factor in objectively measuring and assessing ASN talent management.

On that occasion, the Regent of Garut also explained the talent management mechanism by mapping two main indicators which were outlined in a graph, namely the X-Axis (Performance) and the Y-Axis (Potential).

Based on these two indicators, ASN will be grouped into three categories on each axis. For performance, the categories used are below expectations, in line with expectations, and above expectations. Meanwhile, for potential, the categories used are low, medium, and high.

The combination of these two variables produces a 9-Box Matrix which functions as a mapping tool to measure the position, potential, and performance of ASN within the Garut Regency Government.

"There are three moral assessments. You will be assessed on whether you have low, medium, or high potential, and how well you meet performance expectations," the Regent explained.

The Regent emphasized that the entire assessment and mapping process will be carried out digitally through an integrated system provided by the State Civil Service Agency (BKN).

Through this outreach, the Regent hopes that all regional agencies can work together to take appropriate steps to support the development and management of civil servant talent in Garut Regency. (Garut Communications and Information Service/rka)
