
PORTALJABAR, BANDUNG CITY - The Bandung City Government is strengthening supervision of the implementation of Work From Home (WFH) for State Civil Apparatus to maintain work discipline, accountability, and ensure that public services continue to run optimally (11/04/2026).
This policy is an implementation of the Circular Letter of the Mayor of Bandung regarding the implementation of official duties in the context of energy conservation within the Bandung City Government.
The Bandung City Human Resources Development and Personnel Agency recorded that 1,354 civil servants were implementing the WFH work scheme.
Every ASN is required to check in three times a day through the Gercep Asik Mobile application, which is equipped with a location-based or geo-location system.
This system is implemented to ensure discipline and transparency regarding employee attendance while carrying out duties from home.
Head of the Bandung City Human Resources Development Agency (BKPSDM), Evi Hendarin, stated that civil servants (ASN) were able to adapt well because the digital attendance system had previously been used in both the WFO and WFA work schemes.
"Utilizing technology is key to maintaining civil servant productivity, even while working from home. The existing system also allows for real-time and accurate monitoring," said Evi.
BKPSDM also utilizes an attendance monitoring dashboard integrated with a geo-location system to detect potential manipulation of attendance locations.
The evaluation results showed that 137 ASN were identified as having carried out mobility outside the specified location radius during working hours.
The Bandung City Government will provide guidance and enforce regulations, including reducing Employee Income Supplements for ASN who do not meet the requirements.
Bandung Mayor Muhammad Farhan emphasized that the WFH policy is part of the transformation of the bureaucratic work culture to a more modern and accountable one.
"We want to ensure that WFH isn't just about working from home, but also about measurable performance, maintaining discipline, and ensuring consistent service to the public," Farhan said.
According to him, a technology-based monitoring system enables more accurate supervision and encourages civil servants to become more adaptable to digitalization.
The Bandung City Government will continue to conduct periodic evaluations to ensure the WFH policy is effective and provides optimal benefits for civil servants and the community.
