PORTALJABAR, BANDUNG CITY - The Bandung City Government (Pemkot) continues to finalize plans for the construction of Simple Owned Flats (Rusunami) in the Sadang Serang area.

The Mayor of Bandung, Muhammad Farhan, stated that this project aims to provide residents with the opportunity to own housing with a clear ownership scheme.

"The primary purpose of the low-cost apartment in Sadang Serang is to provide all residents with the opportunity to own a home. It has a 30-year HGB (right to own) permit," Farhan said in an interview at the Bandung City Hall on Wednesday (February 25, 2026).

According to Farhan, the proposed scheme is not a rental apartment, but rather an ownership-based flat (ownership rights to the apartment unit) with a Building Use Rights (HGB) for 30 years, as per regulations. The concept differs from the flat because it provides ownership value to the community.

From the financing side, the Bandung City Government is currently seeking subsidy support to ensure installments remain affordable.

"We will try to lower the price with financial subsidies, so that with installments of around Rp 1.5 million to Rp 2 million per month, you can pay it off and own it for 30 years," he explained.

Farhan stated that the construction is currently in the land status confirmation and spatial planning adjustment stages. Financing calculations are also awaiting finalization of the design and funding scheme from the central government.

"Currently, we're confirming the status of the development. We're still confirming the spatial planning. We're still waiting for the financing calculations," he said.

He added that, technically, the building's construction wouldn't take long. However, spatial planning was a key consideration, especially since Sadang Serang is located in the North Bandung area, which has several specific regulations.

"If we're designing a building, it might take two weeks. But we have to make sure everything complies with the regulations," he said.

Regarding capacity, Farhan confirmed that a minimum of 800 residential units could be built on the site. The initial target was between 1,000 and 1,200 units, but this will be adjusted to meet area regulations.

"Sufficient capacity should be able to accommodate at least 800 units. We'll assess the rest later, as it falls within the North Bandung area," he said.

As a strictly regulated area, development in North Bandung must pay attention to the basic building coefficient (KDB), building floor coefficient (KLB), and the basic green coefficient (KDH).

The Bandung City Government ensures that all these provisions serve as a reference to ensure that the project remains in line with environmental and urban spatial planning aspects.

This rusunami program is part of the collaboration between the central and regional governments in providing housing for low-income communities (MBR).

Previously, the Minister of Housing and Settlements, Maruarar Sirait, personally inspected the planned development site and promised clarity on the program scheme by the end of February 2026.

The Bandung City Government hopes to secure an allocation of approximately 1,000 subsidized housing units from the central government. In addition to Sadang Serang, several other locations, such as East Bandung, are also being considered for expanding vertical housing access. (Bandung City Communications and Information Office/rka)
