To Facilitate MSME Export Access, the Garut Regency Government Inaugurates the IPSKA Service

PORTALJABAR, GARUT REGENCY - The Garut Regency Government officially has a Certificate of Origin Issuing Agency (IPSKA) to make it easier for business actors to process export documents in the region, the result of a virtual inauguration with seven other regions (25/6/2026).

The service, managed by the Garut Regency Industry, Trade, Energy and Mineral Resources Agency, cuts down on administrative processes so that business owners no longer have to apply for Certificates of Origin in Bandung or Tasikmalaya.

Trade Minister Budi Santoso said that IPSKA opens up greater opportunities for Garut commodities to enter the international market, especially the European Union which provides zero percent tariff facilities for a number of products.

"Well, the EU is now complete, sir. We hope that Garut products will have easier access to the European Union, especially footwear and ready-to-wear products, which will have a 0% tariff. With IPSKA, businesses will automatically benefit from the 0% tariff, which will increase exports from Garut," he said.

Regional Assistant II for Economic and Development Affairs of the Garut Regency Regional Secretariat, Dedy Mulyadi, said that this service is a solution for exporters who previously had to leave the region to process export documents.

"IPSKA is a step to make it easier for entrepreneurs in Garut Regency to process export documents. In Garut, many commodities are now entering the export market, including footwear, leather, leather products, and vetiver. There are also agricultural products like coffee that are exported," he said.

Head of the Garut Regency Industry, Trade, Energy and Mineral Resources Agency, Ridwan Effendi, explained that IPSKA services are provided free of charge to all exporters from Garut Regency.

Ridwan said that the existence of IPSKA is expected to encourage more MSMEs to market superior products to the global market while increasing regional economic competitiveness.

"We hope that the inauguration of the Garut Regency IPSKA will motivate all residents of Garut Regency, including MSMEs. As previously stated by the Minister, MSMEs can also export, and even villages can export," he said.

Business actors can access the IPSKA service at the Garut Regency ESDM Industry and Trade Office every Monday to Friday from 07.30–16.00 WIB by completing the Business Identification Number, packing list, export cost structure, and proof of Customs registration.
