PORTALJABAR, GARUT REGENCY - The State Civil Apparatus (ASN) of the Garut Regency Government (Pemdakab) carried out a neutrality pledge in facing the 2024 Regional Head Election (Pilkada). This pledge was carried out in a Joint Roll Call at the Garut Regency Regional Secretariat (Setda) Field, Jalan Pembangunan, Tarogong Kidul District, Monday (9/9/2024).

This pledge is a step by the Garut Regency Government in realizing the neutrality of ASN with integrity, ethics, and democracy in order to maintain the unity of the Republic of Indonesia.

This activity was led directly by the Acting (Pj.) Regent of Garut Barnas Adjidin which was attended by all ASN within the Garut Regency Government.

The reading of the oath delivered by the Acting Regent was repeated by the ASN as a form of joint commitment.

This pledge was also marked by the signing of the Integrity Pact by the Acting Regent of Garut, followed by the sub-district heads and heads of other Regional Work Units (SKPD).

According to the Regional Secretary (Sekda) of Garut Regency Nurdin Yana, the implementation of this pledge is in accordance with the rules that require ASN to remain neutral in the 2024 General Election (Pemilu) and Pilkada.

"So it was done as a form of momentum for a joint statement, so all of us ASN and Pak Pj are essentially the same ASN, so he also conveyed the same thing regarding ASN neutrality," said Nurdin Yana.

To ensure the neutrality of ASN, the Garut Regency Government has formed a monitoring team that is responsible under the coordination of the Assistant for Government and Public Welfare (Pemkesra) of the Garut Regency Secretariat, together with the Civil Service and Training Agency (BKD) and the Inspectorate.

"So (when a violation occurs) entering the area, well, this is what will verify and also make efforts, whether it is in the form of a reminder or perhaps to positions (giving) punishment like that," he added.

The contents of the ASN Neutrality Pledge read out at the assembly are as follows:

Pledge of Neutrality of State Civil Apparatus Employees in the 2024 Regional Head Elections*l

In order to ensure the success of the 2024 Regional Head Elections, we pledge:
1. Maintain and enforce the principle of neutrality of ASN employees in their respective agencies in carrying out public service functions, both before, during, and after the implementation of the 2024 Regional Head Elections;
2. Avoid conflicts of interest, do not engage in intimidation practices and threats against ASN employees and all elements of society, and do not side with certain candidate pairs;
3. Use social media wisely, and not spread hate speech and fake news;
4. Reject money politics and all kinds of gifts in any form.

Thus we make this pledge, it will be carried out with full integrity and a sense of responsibility, in order to realize the neutrality of ASN employees who are dignified, ethical and democratic, for the sake of realizing the unity and integrity of the Republic of Indonesia.
