Jakarta --- Daily Executive (Plh.) Head of the Information Center (Kapuspen) of the Ministry of Home Affairs (Kemendagri) Aang Witarsa Rofik emphasized the importance of the regional government's (Pemda) commitment to openness of information on procurement of goods and services (PJB).
He said that the main aim of public information disclosure is to ensure that state institutions are more accountable and credible by providing information and public information documents in accordance with the needs of the community.
"There are a lot of dynamics that are things that we need to understand together, we both have a commitment and of course [this] is not easy," he said when opening the Technical Guidance (Bimtek) activity for Information Management on Government Goods and Services and Administration. Regional Finance at Merlynn Park Hotel, Jakarta, Wednesday (15/5/2024).
Aang explained that it is the people's right to know information relating to the performance or administration of the state as a form of state responsibility towards the people.
According to him, this is mandated in Law (UU) Number 14 of 2008 concerning Public Information Openness (KIP).
Apart from that, Presidential Regulation (Perpres) Number 16 of 2018 has also mandated that Government Procurement of Goods and Services (PBJ) be carried out by applying the principles of efficiency, effectiveness, transparency, openness, competition, fairness and accountability.
Aang added, Technically, public information disclosure in the PBJ sector has also been regulated by the Central Information Commission through Information Commission Regulation Number 1 of 2021 concerning Public Information Service Standards.
On that occasion, Aang tried to ensure that the implementation of the KIP Law and its derivative regulations were truly understood by the Regional Government, as well as strengthening their commitment to implementing the Law which was issued 16 years ago. Especially when this is related to information management, added Aang, the procurement of goods and services is of concern to the public.
"The public also [pays attention] to openness in the management of information on goods and services starting from planning and selection. and its implementation. "PJB information is one of the periodic information that must be announced periodically," he added.
Aang continued, the implementation of KIP should be better in the current era of information openness. Moreover, the current era of media convergence means that there are no longer any barriers for the public to obtain various information.
However, understanding about information disclosure must also be adapted to the dynamics of society. "When we talk about reading and understanding the rules, we both know them explicitly, but how to understand when we are faced with the dynamics of society directly, of course we also have to understand which information is excluded," he said.
He admitted that managing information related to goods/services and its administration was not easy. However, there are at least two important things that can be used as a guide. First, the rules, and second, analyze the urgency of the importance of getting this information.
On the one hand, Aang emphasized again the issue of commitment, understanding and literacy regarding KIP, specifically information on procurement of goods and services. On the other hand, he also asked the Regional Government to be able to analyze the types of information that are excluded, such as:
1. Information that could hamper the law enforcement process,
2. Disrupting the interests of protecting IPRs and protecting unfair business competition,
endangering the country's defense and security, exposing Indonesia's natural wealth,
3. disrupting national economic resilience and so on which cannot be disclosed under the law.
"We also need to analyze what the interests are, what the intentions of the information requester are and of course we also have guidelines and rights related to excluded information," he said. (Puspen Ministry of Home Affairs)
