Center - Regions Agree on Flood Management Focusing on River Boundary Rehabilitation and Food Security

SPECIAL REGION OF JAKARTA -- West Java Governor Dedi Mulyadi said that flood management in the West Java region will focus on riverbank rehabilitation and food security.

This was stated after a coordination meeting on flood management in the West Java region with the Minister of ATR/BPN Nusron Wahid and Deputy Minister of Public Works Diana Kusumastuti at the office of the Ministry of Public Works, Jakarta, Monday (17/3/2025).

Also attending the event were the Regent of Bekasi Ade Kuswara Kunang, the Regent of Bogor Rudy Susmanto, and the Mayor of Bekasi Tri Adhianto.

Governor Dedi assessed that in principle, flood management in the West Java region will currently be prepared for medium-term management with the main focus being disaster rehabilitation so that it will not happen again in the future.

"But today we are talking about technical matters, no longer emergency response, preparing basic food supplies or preparing sleeping mats and blankets, but we are focusing on disaster rehabilitation," said Dedi.

The Ministry of Public Works, the Provincial Government and the district/city governments will work together to create an embankment along the river boundary.

The coordination meeting also discussed the determination of locations and financing that will be collected collaboratively from the Central Government to the district/city governments.

"First, the determination of the location (land for the construction of the embankment) of course we have to prepare quickly, the second is financing. Well, this financing will be integrated with financing by the central government, financing by the West Java provincial government, financing by the district/city government together. Because the figure is relatively very large based on our calculations," he said.

Therefore, Dedi hopes that the collaboration that has been agreed upon today will result in medium-term flood management and of course food security management.

"Hopefully the entire integrated framework in the Red and White cabinet is a framework for two stimulus things, the first is flood management, but behind flood management there is a second stimulus, namely food security management, because the effect of the river ultimately is the agricultural area, the effect of the agricultural area ultimately is rice productivity," concluded Dedi.

Minister of ATR/BPN Nusron Wahid said that flood control in the Bekasi City area, Bekasi Regency and Bogor Regency, as well as other areas, will be anticipated in the medium term by regulating river boundaries which include irrigation revitalization, construction of embankments and dams.

"Irrigation revitalization and dam construction in the context of flood control. All of this is in the context of synchronization, this requires land acquisition because the crucial point of development is the main land, before land acquisition, the location determination (penlok) is carried out first, the penlok is determined by the regional head," said Nusron.

Nusron said, the regional heads who attended the coordination meeting committed to immediately determine the location of the land. So that the target is that in June 2025 the construction process will begin, both river normalization in the form of embankments and river boundaries.

"The result of today's meeting is that the regional head is committed and if possible, the determination of the location must be completed in mid-April, the land acquisition will be completed at the end of May, and in June the construction process will begin, including normalizing the river embankment and river boundaries as well as lakes, irrigation and dams," he said.
