PORTALJABAR, DISTRICT. GARUT - The Regent of Garut, Rudy Gunawan, attended the Garut DPRD Plenary Meeting in the Garut DPRD Plenary Meeting Room (30/11/2023).

This event was also the moment for the signing of the Memorandum of Agreement for the Regional Regulation Formation Program (Propemperda) which was carried out by the Regent of Garut, Rudy Gunawan, Chair of the Garut Regency DPRD, Euis Ida Wartiah, and Deputy Chair of the Garut DPRD, Enan.

In his speech, Regent Rudy Gunawan said that today was his last constitutional day with Helmi Budiman after 10 years in office.

They have succeeded in producing 10 Draft Regional Regulations (Raperda) regarding APBD. Rudy Gunawan confirmed that he and Helmi Budiman would resign as Regent and Deputy Regent of Garut on December 31 2023.

"Of course since then I have been part of the long history of Garut Regency since 1813, I will carry out my final obligations today, and of course we are also full of joy, because preparing the 2024 APBD is not easy," he said.

Rudy explained that compiling the 2024 APBD was a tough challenge because the regional government had to shift the budget for the appointment of Government Employees with Work Agreements (PPPK) in Garut Regency.

Apart from that, he thanked members of the Garut Regency DPRD for approving an increase in regional performance allowances for sub-district heads by 12 percent.

According to him, this increase is very important considering the disparity in allowances for sub-district heads in Garut Regency and Bandung Regency.

"Because the current sub-district head in Bandung Regency is already 27 million, so if in Pasirwangi it was only 9.5 million, in Ibun (District) 27 million, then now we have risen to 11 million rupiah, still far below Ibun in Bandung Regency," he continued.

He also appreciated the increase in salaries for Civil Servants (PNS) which came from the APBN, with an increase of around 8.5 percent.

Rudy Gunawan confirmed that the regional government had considered and signed an increase in allowances for the use of transportation and communications.

"And of course we have also signed and considered an increase in allowances for the use of transportation and communications which I have signed," he continued.

The event was full of meaning, marking the end of the leadership of Rudy Gunawan and Helmi Budiman who have made a major contribution to Garut Regency for a decade.
