Synergy between Bandung City Government and Several Ministries Encourages Better Spatial Planning

PORTALJABAR, BANDUNG CITY - The Bandung City Regional Government is strengthening synergy with various ministries to accelerate the completion of the Regional Spatial Plan (RTRW) and Detailed Spatial Plan (RDTR), which are crucial steps in better and more structured spatial planning.

This collaboration was established through the signing of a Memorandum of Understanding (MoU) regarding the synergy of tasks and functions in the fields of agrarian affairs, land, and spatial planning, involving the Ministry of Home Affairs (Kemendagri), the Ministry of Agrarian Affairs and Spatial Planning, and the Geospatial Information Agency (BIG).

Minister of Home Affairs, Tito Karnavian, in his speech emphasized the importance of completing the RTRW and RDTR to create legal certainty in spatial planning.

"If the RTRW and RDTR have not been clearly determined, it will create uncertainty, both for the business world and for the government itself in implementing development policies," said Tito at the online MoU signing event, Monday (17/3/2025).

According to Tito, this resolution will have a direct impact on the regulation of spatial use, including green spaces, residential areas, commercial spaces, and spaces for national interests.

Currently, out of a total of 38 provinces in Indonesia, there are still 7 provinces that are reviewing their RTRW. This shows the importance of acceleration and alignment between central and regional policies in spatial planning.

Meanwhile, the Head of the Ciptabintar Service of Bandung City, Bambang Suhari, said that the Bandung City Government has completed the RTRW Regional Regulation Number 5 of 2022 and the RDTR Mayor Regulation Number 29 of 2024.

"The steps we have taken are very much in line with the direction of the Minister of Home Affairs. We have completed the RTRW Regional Regulation and are now focusing on integrating the RDTR map with OSS, which will accelerate the spatial planning process in the city of Bandung," said Bambang.

In terms of geospatial data utilization, Bambang also emphasized that the City of Bandung has updated the geospatial map with a scale of 1:1000 which will be part of the presence of the 'Bandung Satu Peta' channel.

"We will utilize this map to become comprehensive geospatial information, which can support the Bandung Mayor's policy in formulating the next five-year development program," he added.

Bambang said that the Ciptabintar Service of Bandung City will collaborate with a number of OPDs, including Bappelitbang and Diskominfo, to manage and produce geospatial data that will be used in development planning.

"Every agency must utilize this geospatial information for the benefit of development planning and as a basis for the Bandung Mayor's policies," he said. (Bandung City Public Relations/rka)
