
PORTALJABAR, BANDUNG CITY - Three Draft Regional Regulations proposed by the Bandung City Government have entered the general view stage of the factions in the Plenary Meeting of the Bandung City Regional People's Representative Council (18/6/2026) as a step to strengthen public services, waste management, infrastructure development, and strengthening the regional financial sector.
The plenary meeting was attended by Deputy Mayor of Bandung Erwin as part of the Level I Discussion stage of the 2026 Regional Regulation Formation Program Phase I.
The three draft regional regulations include changes to Bandung City Regional Regulation Number 9 of 2018 concerning Waste Management, the construction of the Regional Inspectorate Building and the Bandung City Regional General Hospital with multi-year budgeting, as well as the Regional Public Company Bank Perekonomian Rakyat of Bandung City.
All factions of the Bandung City Regional People's Representative Council submitted their general views in writing before the Bandung City Government provided an answer at the next plenary session.
Previously, Bandung Mayor Muhammad Farhan explained that changes to the Regional Regulation on Waste Management were necessary to make waste management more effective in line with the current conditions in Bandung City.
"This is inseparable from the condition of waste management, which is approaching an emergency and critical point. Therefore, it is necessary to amend the regional regulations to make them more relevant and contextual in addressing the waste problem in Bandung City," said Farhan.
Farhan also explained that the construction of the Regional Inspectorate Building and the Bandung City Regional General Hospital was proposed using a multi-year budgeting scheme because it is a strategic project that cannot be completed in one budget year.
In addition, the draft regional regulation regarding the Regional Public Company Bank Perekonomian Rakyat Kota Bandung was prepared to comply with the provisions of Law Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector.
As a follow-up to the discussion, the Bandung City Regional People's Representative Council formed Special Committee 16 to discuss the Draft Regional Regulation on Waste Management, Special Committee 17 to discuss the Draft Regional Regulation on the construction of the Regional Inspectorate Building and the Bandung City Regional General Hospital with a multi-year budget, and Special Committee 18 to discuss the Draft Regional Regulation on the Regional Public Company of the People's Economic Bank of Bandung City.
The discussion of the three draft regional regulations is expected to produce regulations that can provide real benefits to the community through better public services, more effective waste management, and strengthening regional development and the economy.
