PORTALJABAR, BANDUNG CITY - West Java Provincial Secretary Herman Suryatman stated that the West Java Provincial Government (Pemprov) has not yet made a final decision regarding the planned Rp3.4 trillion regional loan to PT Sarana Multi Infrastruktur (SMI). Various possibilities are still being prepared while awaiting the Ministry of Home Affairs' (Kemendagri) evaluation of the Draft Regional Regulation (Raperda) for the 2026 Revised Regional Budget (APBD).
Representing the Governor of West Java, Herman stated that the 2026 Revised Regional Budget Draft Regulation and its attachments had been sent to the Ministry of Home Affairs after a plenary session of the West Java Regional People's Representative Council (DPRD). The West Java Provincial Government is now awaiting the results of the evaluation before determining the next steps.
"We're waiting for the Ministry of Home Affairs' response. The plenary session has been held, and we've sent the Draft Regional Regulation on the Revised Regional Budget and its attachments to the Ministry of Home Affairs," Herman said at the West Java Regional People's Representative Council (DPRD) Building on Tuesday (October 6, 2026).
To ensure the progress of this process, the West Java Provincial Government has also assigned the Head of the Regional Financial and Asset Management Agency (BPKAD) to coordinate with the Ministry of Home Affairs.
Regional Secretary Herman hopes that the evaluation by the Ministry of Home Affairs will be completed soon so that the results can be discussed jointly by the executive and legislative branches.
"Hopefully, the information will be finalized in the next few days. Then we'll announce the follow-up," he said.
Once the Ministry of Home Affairs' evaluation is received, the results will be discussed by the executive and legislative branches. The Regional Government Budget Team (TAPD) will then coordinate with the West Java Regional People's Representative Council (DPRD) Budget Agency before proceeding to the determination stage, in accordance with applicable procedures.
He ensured that the TAPD, together with the West Java Provincial Government, had prepared several scenarios to ensure that the policies taken remained within the corridor of regional fiscal health.
"Basically, we are ready for all eventualities. From the executive side, Mr. Governor, we at TAPD are preparing all the best possible options for West Java," he said.
Herman also confirmed that West Java's current fiscal position remains secure, with maintained liquidity. Therefore, the West Java Provincial Government has chosen to hold off on further action while awaiting the results of the Ministry of Home Affairs' evaluation.
"The current fiscal situation is secure, and liquidity is maintained. That's why we're holding the policy until we can ensure we can maintain fiscal stability, while we await the evaluation," he said.
He emphasized that the West Java Regional Budget (APBD) remains managed in a measured and controllable manner.
For Herman, the quality of regional financial management is ultimately not solely measured by the presence or absence of loans, but rather by the government's ability to manage the regional budget in a healthy, measurable manner, and oriented towards the benefit of the community.
