The Mayor Responds to the General Views of the Fractions on Three Draft Regional Regulations

PORTALJABAR, BANDUNG CITY - The Bandung City Government delivered a response to the general views of the Bandung City DPRD factions regarding three Draft Regional Regulations (Raperda) proposed by the Bandung City Government in the Bandung City DPRD Plenary Meeting which discussed strengthening waste management, construction of the Regional Inspectorate and Regional General Hospital buildings, and the regional company Bank Perekonomian Rakyat (19/6/2026).

Bandung Mayor Muhammad Farhan expressed his appreciation to all factions of the Bandung City DPRD for the input provided and emphasized the understanding to continue the discussion at the special committee (Pansus) level.

"On behalf of the Bandung City Government, we express our appreciation and gratitude for the general views expressed by all factions in the Bandung City Council. Substantially, a mutual understanding has been established between the honorable council and the Bandung City Government to further discuss the three draft regulations in the special committee," said Farhan.

Farhan explained that the draft regional regulation on waste management is aimed at a more comprehensive, effective, efficient, and sustainable system, as well as increasing community participation and supporting the waste-to-electricity (PSEL) program.

He stated that the Bandung City Government already has a planning basis that covers institutional aspects, operational techniques, financing, regulations, and the role of the community in waste management.

For the Draft Regional Regulation on the construction of the Regional Inspectorate building and the Bandung City Regional Hospital with a multi-year scheme, the Bandung City Government ensures that health services will continue to operate during the construction process by mitigating service risks.

"The Bandung City Government guarantees that health services at the Bandung City Regional Hospital will continue during the construction process and has implemented service risk mitigation measures, including by moving the outpatient service area," said Farhan.

In the Draft Regional Regulation on the People's Economic Bank of Bandung City, the government emphasized that strengthening regulations is aimed at ensuring that BPRs are able to become healthy, competitive regional financial institutions and contribute to strengthening the people's economy.

Farhan added that the determination of authorized capital and equity participation had taken into account the need for capital strengthening, regulatory provisions, and long-term business development projections.

He also ensured that all input from the DPRD would be used as material for improvement in further discussions with the special committee.
