ASRI and Sibadak, Cigondewah Rahayu Urban Village's Innovation for Data-Based Environment and Public Services

PORTALJABAR, BANDUNG CITY - The Bandung City Government introduced the ASRI and Sibadak programs in Cigondewah Rahayu Village to manage waste and accelerate data-based services (24/6/2026).

This innovation was introduced in the Sonata Talkshow held by Radio Sonata, involving Cigondewah Rahayu Village officials as resource persons.

Head of the Economic and Development Section of Cigondewah Village, Rahayu Bunga Anggriani Silalahi, explained that ASRI encourages residents to manage household waste while simultaneously gaining economic benefits.

Residents collect sorted waste and then weigh it at the waste bank to be sold and converted into funds.

"The concept is similar to a social gathering (arisan). While a regular arisan collects money, Asri collects trash. The trash is collected, weighed at a waste bank, and then sold, with the proceeds cashed in," Bunga said.

The program, which has been running for about a month, encourages the habit of sorting waste at home, potentially reducing the volume of waste.

The sub-district also prepared a pocket book as a practical guide so that residents understand the procedures for sorting and managing waste.

"We hope that residents will be more sensitive to waste, from sorting it to managing it properly," he said.

A total of 9,000 residents spread across eight neighborhood associations are the main targets of the sustainable environmental management program.

In the public service sector, Cigondewah Rahayu Subdistrict developed Sibadak or the Subdistrict Data Bank System to collect various data in one system.

Cigondewah Sub-district Secretary Rahayu Lisma Apriliani said that previous data collection took time because it was done repeatedly when there was a request for information.

"When data requests come in, we have to encourage cadres to fill them in again. This takes time, and cadres also have many other duties, such as Posyandu (Integrated Health Post), PKK (Family Welfare Movement), RT/RW (Neighborhood Association), and some even work," he explained.

Sibadak integrates previously scattered data so that information needs for public services can be met more quickly.

"How can we bring this scattered data together in one place to simplify and expedite services, including meeting the data needs of regional government agencies (OPD) and data guardians?" he said.

In the initial stage, the system will contain 30 basic data as a foundation for developing data-based services.

The public will be able to access information through a dashboard so that various decisions and services are more measurable based on the latest data.

"Sibadak will quickly input the latest data, and the public can also view it through the available dashboard. We hope everyone can act based on data," said Lisma.

The development of Sibadak will be carried out in stages with the expansion of implementation to other sub-districts as a pilot location for Bandung Kulon District.

In the long term, data managed through Sibadak is planned to be integrated with the Bandung City Government data system.
