PORTALJABAR, BANDUNG CITY - Acting Governor of West Java Bey Machmudin delivered a response to the general views of the West Java DPRD factions regarding the Draft Regional Regulation (Ranperda) for the 2025 West Java Provincial Budget.
Bey delivered the answer in front of DPRD members in a plenary meeting at the West Java DPRD Building, Bandung City, Tuesday (29/10/2024).
Bey said that regional revenue in the 2025 Draft Regional Budget Regulation is targeted at IDR 29.93 trillion.
Responding to the general view of the Golkar Party, PKB, and PPP factions regarding the decrease in revenue of IDR 6 trillion, Bey said that the decrease occurred due to the implementation of Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments (HKPD), which came into effect in 2025.
"There has been a significant change. Initially, the scheme for sharing funds for taxes and motor vehicle transfer fees from the province to the district/city has become an option scheme, thus reducing the amount of provincial PAD," explained Bey.
Meanwhile, regional spending in the 2025 Draft Regional Budget is planned at IDR 29.74 trillion.
Responding to the views of the PDI-P, PKB, and Nasdem factions regarding the fulfillment of the budget for basic education, health and infrastructure services, Bey said he would continue to strive in accordance with the provisions of the law.
"For those who have exceeded the provisions, their benefits will be maintained and continued to be improved by upholding the principle of justice," he said.
For infrastructure spending to support the economy that has not been achieved, the allocation will continue to be increased by considering spending priorities and regional capabilities.
Bey appreciated the West Java DPRD factions that generally supported the priority of budget allocation to focus on improving public welfare, infrastructure, and human resource quality.
"We are committed to preparing an effective, efficient, transparent and accountable budget, and ensuring that every policy has a positive impact on society," concluded Bey.
The 2025 West Java Regional Budget Draft Regulation will continue to be refined before being ratified as a regional regulation (Perda) in November 2024.
