PORTALJABAR, BANDUNG CITY - The Bandung City Government (Pemkot) underwent a visitation and random testing of the performance assessment of the One-Stop Integrated Service (PTSP) and the Acceleration of Business Implementation (PPB) in 2026 by the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) at the Bandung City Public Service Mall (MPP), Jalan Cianjur No. 34, Bandung City, Wednesday (12/8/2026).

Bandung City was previously selected as one of the nominees for the 2026 Regional Government with Excellent Performance in the Implementation of PTSP and PPB. The visit was part of the assessment stage to directly observe the local government's commitment and service implementation in the field.

Bandung Mayor Muhammad Farhan said the spot checks were an opportunity to demonstrate Bandung City's openness to investment while simultaneously addressing various challenges faced by the business world.

According to him, one of the issues frequently raised by business owners is licensing. Therefore, the Bandung City Government wants to ensure that licensing is not seen as a hassle, but rather as a benefit to the business world.

"This licensing process is not something that is considered difficult, but rather provides significant benefits to the business world," Farhan said in his remarks.

Farhan stated that Bandung City has several potential areas that could support investment development. One example is the reactivation of Husein Sastranegara International Airport in Bandung as part of the West Java aviation industry ecosystem, linked to the development of West Java International Airport (BIJB).

According to him, if BIJB develops as a strategic industrial and aviation center in West Java, Bandung City has an important role in providing human resources and various supporting facilities.

Farhan also assessed that Bandung's position, with its relatively strong transportation access and infrastructure, is a crucial factor in attracting investment. Therefore, it's crucial to ensure that service processes truly help businesses realize their potential.

"Our score is very high. The question is whether the process actually helps the business world or hinders the realization of this enormous potential," he said.

He emphasized that investment should not only be seen from the value of the capital investment, but also from its impact on society, especially employment absorption.

Farhan stated that the Bandung City Government wants to reduce the unemployment rate by encouraging more people to enter the formal employment sector. Therefore, the PTSP and PPB services are expected to be part of efforts to encourage business growth and create jobs.

According to him, the various arrangements taking place in the city of Bandung must also be accompanied by the provision of formal employment opportunities for people who previously depended on the informal sector.

"The benefits of absorbing labor are very high," he said.

Farhan also linked licensing services to MSME development. He stated that Bandung City has MSME centers in every sub-district, while various creative and tourism events held in the city provide opportunities for MSMEs to increase their capacity and business volume.

He acknowledged that several challenges remain in service delivery, including the Building Approval (PBG) process, which he believes is not yet fast enough. However, the Bandung City Government continues to push for acceleration in other permitting services.

In addition to business licensing, Farhan emphasized the importance of basic services that support the needs of investors and workers coming to Bandung City.

He gave examples of education, health, population administration, and marriage administration services that can provide convenience for company employees who live and work in Bandung City.

"That's why the presence of the Ministry, along with the Provincial Government and the business community, is a motivation for us to continue moving forward, utilizing all means to build better relationships with investors coming to Bandung," he said.

Farhan also conveyed a number of investment potentials that are being developed, including waste management into electrical energy in Legok Nangka.

According to him, the various problems faced by the city of Bandung can also be an opportunity to attract investment and solve the city's problems.

He hopes that the implementation of the PTSP and PPB assessments will not only be an inter-regional competition, but also a momentum to strengthen services and make Bandung City one of the main investment destinations in Indonesia.

Meanwhile, Didi Apriadi, Special Staff for Regional Relations at the Ministry of Investment and Downstreaming/BKPM, said that Bandung City had been nominated along with six other cities for the 2026 PTSP and PPB assessment.

The assessment process has been underway for about a month, including a presentation by the Mayor of Bandung to the assessment team. According to him, the assessment was conducted based on the provisions that serve as guidelines for assessing the performance of local government Integrated Service Delivery (PTSP) and Integrated Service Delivery (PPB).

Didi explained that one of the important things in the assessment is the commitment of regional leaders and the implementation of this commitment in the field.

"So one of the most important factors to assess is the commitment of regional leaders," he said.

According to Didi, the assessment team had previously observed the implementation of services in Bandung. He assessed that the services on the ground had shown quite good results, including the integrated marriage service innovation, which he considered an interesting one.

"We have seen that the implementation in the field is quite good," he said.

Didi said the assessment team also looked at the consistency between leadership commitment and service delivery by subordinates. This is crucial to ensure policies established at the leadership level are effectively implemented down to the service level.

"When I looked at it earlier, I saw that almost everything was the same," he said.

In addition to reviewing implementation, the assessment team also explored how service innovation impacts investment, workforce, community, and MSME development.

According to Didi, investment growth needs to provide broader benefits so that it not only benefits investors but also strengthens the regional economy.

He stated that licensing is not essentially an instrument to restrict the business world. Instead, licensing should be part of governance that supports investment.

"This permit is not an obstacle but rather a support for investment development," he said.

Therefore, Didi opened up space to help local governments and the business world resolve issues related to licensing.

"This licensing process should be better managed, and investments should be more streamlined, with positive impacts for all of us," he said.

Didi also appreciated the direct presence of the Mayor of Bandung and the heads of regional government agencies during the visit. He believed this demonstrated the local government's commitment to participating in the assessment process.

He hopes Bandung City can continue the assessment process and achieve the best possible results. However, Didi emphasized that the final decision remains within the assessment process and will be reported to the Minister of Investment and Downstream Development/BKPM.

"We can't make any promises because it's not up to us to decide, it will be up to the Minister," he said.

Didi added that the assessment results will be compiled based on facts on the ground, discussion results, and the entire evaluation process before being submitted to the Minister of Investment and Downstream Investment/BKPM.

"In any case, we will report the final results to the Minister," he said.

In the presentation session, a number of regional apparatuses conveyed the implementation of services and support for accelerating business in the City of Bandung.

The Bandung City Population and Civil Registration Office (Disdukcapil) presented its efforts to strengthen the integrity and innovation of population administration services. One innovation highlighted was the integrated marriage service at the MPP, which integrates administrative services for the public.

The Civil Registration Office (Disdukcapil) is also developing digital services through the Salaman app, which translates to "finished in the palm of your hand." This service allows people to process a number of civil service administrative documents without having to visit the office in person, including family cards and birth and death certificates.

In addition, the Population and Civil Registration Office (Disdukcapil) is developing regional-based services and the Pelita Hati service to assist the community in administering death records through collaboration with sub-districts.

The Department of Trade and Industry (Disdagin) stated that Bandung City has significant potential in the trade and industry sectors. The Bandung City Government continues to strengthen business certainty through regulations and standard operating procedures that support the Online Single Submission (OSS) system.

The Department of Trade and Industry also provides a number of licensing and complaint services for business actors, including services at the MPP and an integrated complaint channel.

The Bandung City Transportation Agency (Dishub) outlined efforts to expedite public transportation licensing services. One of these efforts is through coordination with the Department of Transportation and Public Works and the city transportation cooperative to assist vehicle owners who have not yet met licensing requirements.

The Bandung City Education Office outlined its collaboration to ensure educational institutions, particularly non-formal ones, meet licensing requirements. This step is linked to efforts to address the issue of children not attending school and to ensure educational needs meet the needs of the workforce.

The Bandung City Manpower Office has launched a number of programs to reduce unemployment and match the needs of businesses with job seekers.

The Manpower Office (Disnaker) developed the New Bima app, competency-based training, job fairs, and domestic and international internship programs. The Bandung City Government has also sent 40 Bandung residents to work or participate in programs in Japan through collaboration with job training institutions.

In the spatial planning and building sector, the Bandung City Public Works, Construction and Spatial Planning Agency (Ciptabintar) presented the integration of technical recommendations for spatial planning with risk-based OSS as well as a number of innovations to accelerate PBG and Certificate of Functional Worthiness (SLF) services.

The Ciptabintar Service also provides free drawing services for low-income communities applying for PBG, free technical assessments for SLF with certain criteria, as well as prototype house drawings that can be used by the community.

Meanwhile, the Bandung City Department of Culture and Tourism (Disbudpar) explained the tourism business licensing services through OSS, including mentoring, counseling, training, certification, and supervision carried out collaboratively with DPMPTSP and other regional agencies.

The Department of Culture and Tourism also encourages the development of the tourism sector, not only in culinary and fashion, but also sports tourism and the utilization of cultural heritage potential as part of Bandung City's investment opportunities.

Through this process, the Bandung City Government hopes that the evaluation of PTSP and PPB can become a momentum to continue strengthening the quality of services, accelerating business processes, and ensuring that incoming investments have an impact on economic growth and job creation in the City of Bandung.
