PORTALJABAR, GARUT REGENCY - The Garut Regency Government is accelerating budget absorption across all Regional Work Units (RUU) so that government spending can immediately stimulate the economy and benefit the community (22/7/2026).

The policy was conveyed by Garut Regent Abdusy Syakur Amin during the Socialization of Budget Implementation Policy and Awarding of Work Unit Performance Appreciation for Semester I of 2026.

The Garut Regency Government has also prepared an application-based monitoring system to monitor the realization of regional spending and cash movements in real time.

Abdusy Syakur said that government funds circulating in the community would stimulate economic activity in various sectors.

"What's certain is that the money must circulate within the community to improve community activities. I've even said that we in Garut are actively promoting this, holding events that encourage community activities, from sports and tourism to arts and culture. The point is to encourage economic growth through community activities," Abdusy Syakur emphasized.

He explained that the regional government continues to organize various sports, tourism, and arts and culture activities to increase the community's economic turnover.

Meanwhile, Head of the Regional Office of the Directorate General of Treasury of West Java Province, Fahma Sari Fatma, reminded that budget success is not only measured by the high realization of spending.

According to Fahma, government spending must produce real benefits that can be felt directly by the community.

"So, Mr. Regent, every year, the state budget (APBN) reaches over 98% of its spending realization, sir. Our homework is whether that 98% actually reaches or is felt by the public. So, the Ministry of Administrative and Bureaucratic Reform (Kemenpan RB) assesses the performance, specifically the output achieved," he said.

Fahma urged all work units and recipients of Regional Transfers and Village Funds to align financial reports with performance reports so that every expenditure produces measurable results.

"This is certainly a concern for all of us in the regions: ensuring that the state budget expenditures distributed to all of you, whether in the form of expenditures distributed by ministry/institutional work units or expenditures transferred to regions and village funds, truly reach our communities and achieve their outputs," he said.
