
PORTALJABAR, BANDUNG CITY - — The Bandung City Government strengthens the protection of the community's rights in health services through Circular Letter Number 092-Dinkes/2026 which requires all health service facilities in Bandung City, both government and private, not to refuse patients who need treatment, including in emergency conditions, (19/6/2026).
Bandung Mayor Muhammad Farhan signed the circular on June 9, 2026, as a form of strengthening fair and equitable access to health services for all residents.
The circular emphasizes that health care facilities are required to provide services to the public without exception, including for patients who do not have the funds or health insurance.
This provision also refers to Law Number 17 of 2023 concerning Health, which places health services as a basic public right.
In emergency situations, health facilities are required to prioritize saving lives and are not permitted to ask for advance payments that could hinder patient care.
"Emergency management procedures are carried out in accordance with applicable laws and regulations," the circular states.
The Bandung City Government also requested that healthcare facilities provide services according to their respective capacities and prioritize patient safety in all service settings.
In addition, the government encourages collaboration between health facilities and social institutions, charities, and philanthropic organizations to help finance public health services that are not yet covered by insurance.
This policy is expected to ensure that no Bandung City residents are prevented from obtaining health services due to economic or administrative constraints.
